Six Representatives of China Minmetals Attend CPPCC and NPC to Offer Advice and Suggestions

The third session of the 13th National Committee of the Chinese People’s Political Consultative Conference (CPPCC) and the 13th National People’s Congress (NPC) opened, respectively, on May 21 and May 22. Two members of CPPCC are Mr. Tang Fuping, China Minmetals’ Chairman and Party Group Secretary, and Mr. Gao Feng of MCC Central Research Institute of Building and Construction. Four deputies to the NPC include Mr. Cheng Bingqiang of China MCC5 Group CORP.LTD., Mr. Cheng Hanfei of MCC Huatian Engineering &Technology Corporation, Mr. Zhang Shaoyong of China Metallurgical Construction Engineering Group Co.,Ltd. and Mr. Xu Yuanbing of Hunan Shuikoushan Nonferrous Metals Group Co.,Ltd. The two members and four deputies submitted proposals or suggestions, and some were interviewed by the media, providing advice for the development of China and the companies.

In the face of global economic and social impacts as well as challenges caused by the outbreak of COVID-19, Mr. Tang Fuping, member of CPPCC, China Minmetals’ Chairman and Party Group Secretary said in an interview that “the metal and mineral industry witnesses an extensive shock on commodity prices, and countries endowed with mineral resources are in a critical stage to fight against COVID-19. We are deeply concerned over the imbalance of demand and supply of metallic minerals in the coming days, including the volatile prices induced by this imbalance, in consideration of the downside it caused in the business of metallic mineral resources. The international business was also affected more or less, depending on the stage of COVID-19.”

Tang pointed out that thanks to a high-quality development in previous years and a science-based approach in pandemic containment, an orderly resumption of work proceeded in China Minmetals, and its first quarter business indices were basically as expected, but weak links would be fully exposed in the second or even the third quarter of the year after objective, disinterested analyses.

As central State-Owned Enterprises (SOE) were required to “stick with original objectives and tasks” by the State-owned Assets Supervision and Administration Commission of the State Council (SASAC), China Minmetals underscored the consistency of original targets in operating and production budgets, Tang reckoned. To this end, China Minmetals would collect and study relevant policies to put them into practice, and well control the bottom-line risks through risk management in the meanwhile. Particularly, he stressed that the pandemic control was the prerequisite to achieve the goals of the year.

To implement the Three-year Action Plan for SOE Reform in its first year, Tang explained that “as downward pressure grows, reforms require more energy and growth drivers. The reform process, from this point of view, should not be slowed, but reinforced.”

As a pilot enterprise among state-owned capital investment companies, China Minmetals shouldered the responsibility to early and pilot implementation, as well as practical exploration. “For years we have been pushing forward to deepen the SOE reforms by launching the updated reform plans that have been re-designed and re-planned for the pilot enterprise among state-owned capital investment companies. We are working on a full-scale pilot implementation: 6 of our companies, recognized as ‘Hundred Best-performing and Hundred Fastest-growing Enterprises’ are making great efforts on reforms; diversified ownership and innovative reforms are both carried forward. We are forging a ‘China Minmetals Model’ for the reforms of state-owned capital investment through a well-organized promotion of contract management from the headquarters to directly-managed subsidiaries.”

The next focus of China Minmetals is to practice and scale up the pilot reforms for state-owed capital investment companies based on the Three-year Action Plan for SOE Reform, through the major measures of deepening the reform of authorized operation mechanism for state-owned capital to boost the efficacy of investment companies’ headquarters, improving corporate governance structure to accelerate the building of modern enterprise system with Chinese characteristics, promoting innovative reforms of market mechanism to energize micro entities, and adjusting structures and development priorities to comply with national strategies.

For the battle against poverty that we must win, Tang pointed that “5 counties are lifted out of poverty and the poverty of another 2 impoverished counties are about to be eliminated at the end of this year amid all 7 counties that are under assistance of China Minmetals”.

China Minmetals played an active role in fixed-point poverty alleviation of 6 counties: Zhenxiong County, Yiliang County and Weixin County of Yunnan province, Huayuan County of Hunan province, Yanhe Tujia Autonomous County and Dejiang County of Guizhou province, and one targeted assistance to Qilian County of Qinghai province, making contribution to win the battle in the poverty-stricken regions.

“As a central SOE, it is our duty and responsibility to reduce poverty with a high standard,” Tang said in a firm tone.

Till the end of 2019, China Minmetals had provided RMB 140 million funding with more than 100 programs. Total 52 officials of the entire group worked on a temporary post – in the front line of targeted poor areas, introducing the funds of over RMB 17.6 million. China Minmetals increased the capitals by 10% compared with last year. The first batch of funds worth RMB 63.167 million was released to the targeted poor areas with more than 30 poverty alleviation programs in the progress. Over RMB 15 million was spent in the first quarter of the year to boost the consumption of products from poor areas.

While stepping up efforts for poverty reduction, China Minmetals created its own characteristics and experience to alleviate poverty, including the incentive mechanism of performance bonus under the leading group of poverty alleviation, the general principles of being accurate and permanent with China Minmetals’ characteristics and innovation in poverty alleviation through industry, education and finance.

In terms of environmental protection rectification campaign launched by 7th Central Committee of the Communist Party of China on Environmental Protection Supervision that attracted wide attentions amid mineral industry, Tang stated that China Minmetals had set up a Rectification Task Force the moment it was notified and prioritized the rectification among all activities by breaking down the task into a list of over 60 actions with detailed working plans and clear objectives that were displayed on posters, and scheduled with deadlines. Along with the working mechanism of routine meetings and others, all relevant work was completed as required.

As for green development, Tang believed the rectification is neither "to make additional efforts", nor "to adopt a different approach", but seek common solutions to environmental protection. It should be closely integrated with the routine work, to comprehensively promote the enterprise to reach a higher stage of development. China Minmetals would develop overall plans on top-level design to make new systems that allow the rectification to come into play, to address operation issues for the integration of green development, and to further improve the permanent management mechanism of ecological conservation for the green development of industry upgrading.

To build high-end industry chains through cooperation of major enterprises, Cheng Bingqiang, NPC deputy, Party Secretary and Chairman of China MCC5 Group, suggested to let major SOEs play a leading role in transformation and upgrading via an extensive connection of industry chains and supply chains, effective cooperation among central SOEs and well coordination between central and local companies, in the face of a potential disruption in fields of technology R&D and high-end manufacturing induced by a global complex situation. Breakthroughs especially in critical links, vital fields and key products must be guaranteed by integrating the advantages of corporations in a wide variety and concentrating on tackling bottlenecks in science and technology.

Gao Feng, member of CPPCC and Deputy Chief Engineer of MCC Central Research Institute of Building and Construction, proposed to put aluminum formwork products of old, abandoned buildings into the Catalogue of VAT Preferential Products and Services in the Comprehensive Utilization of Resources (“the Catalogue”). Aluminum formwork, outstanding for high strength, light weight, rust-free, fast assembly, environment-friendly and others, was widely used in the industry and therefore recommended by Gao Feng to be incorporated in Class 3.3, Renewables of the Catalogue to guide and assist the growth of recycling industry in the discarded aluminum formwork, and save resources and protect environment by enjoying preferential policies.

Cheng Hanfei, NPC deputy, Chief Expert of MCC Huatian Engineering &Technology Corporation and Director of the Institute of Water Environmental Technology, MCC, offered advice and suggestions on the “Construction, Operation and Maintenance of Ecological Environment in Urban and Rural Areas”. He suggested improving the measures and content of performance evaluation on sewage treatment system in rural areas by examining water environment quality, biodiversity in water and others to adjust measures to local conditions, make best use of resources such as land, irrigation canals and marshlands, and adopt the feasible disposal technologies for wastewater. By doing so, sewage treatment facilities could be afforded and used in rural areas to ensure the functionality of sewage treatment plants in cities and towns.

To address blood draw issues in dangerous driving such as driving under the influence (DUI) through interdepartmental cooperation, Zhang Shaoyong, NPC deputy and member of the Work Safety Supervision and Management Department in the concrete company, a subsidiary of China Metallurgical Construction Engineering Group, offered an advice on intensified cooperation between the Ministry of Public Security and National Health Commission to deal with the potential dangers and safety risks in blood draws of DUI and other dangerous driving, by promoting the cascading coordination of the two ministries.

As a NPC deputy, Xu Yuanbing of Hunan Shuikoushan Nonferrous Metals Group, offered suggestions on “building a train station in Changning of Hunan province for Nanning-Hengyang High-speed Train” and “Yanbei Prison relocation of Hunan province”, aiming at tourism development and logistics transportation of nonferrous metals, oil, tea and other resources in Changning, and the development of Hengyang through extensive transportations in the city.
