On October 20, 2021, Weng Zuliang, President and Party Group Secretary of China Minmetals, held a meeting with Mao Weiming, Deputy Secretary of CPC Hunan Provincial Party Committee and Governor of Hunan Province, in Changsha City, Hunan Province. The two sides exchanged views on further deepening cooperation between the central state-owned enterprises (SOEs) and local enterprises.

Weng Zuliang first expressed his gratitude to the Hunan Provincial Party Committee and Hunan Provincial People's Government for the long-term support to China Minmetals, and briefly introduced the development of China Minmetals and its branches in Hunan. Mr. Weng said that in recent years, China Minmetals had followed the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, continued to implement the new development concepts, and embarked on a high-quality & connotative development path with hard work and constant optimization & adjustment. As pointed out by Mr. Weng, China Minmetals has been included in the Fortune Global 500 list for 15 consecutive years, and in 2021 list it ranks 65th, a record high, and ranks first in the metal industry. Moreover, over the years, its branches in Hunan have taken an initiative to solve the following issues with significant progresses such as disposal of "zombie enterprises" and support for "extremely poor enterprises", transformation and development, environmental protection, implementation of major projects and emerging business expansion, contributing to the local economic and social development as a central SOE.

Weng Zuliang pointed out that Hunan, boasting rich resources in non-ferrous metals, ranked first among provinces of China regarding strategic layout, total assets, industrial sector, and industrial chain of China Minmetals. The total assets of its branches in Hunan currently exceed RMB 200 billion. During the "14th Five-Year Plan" period, China Minmetals will give full play to its advantages in technology and talents, and further deepen the industrial cooperation between central SOEs and local enterprises. Besides, it will take the initiative to become a part of Hunan's "three high and four new" strategy, and continue to promote smart, efficient and low-carbon development of metal ore and metallurgical engineering industries, in order to contribute more to the high-quality economic and social development of Hunan.

Mao Weiming welcomed the visit of Weng Zuliang and his delegation and expressed his gratitude to China Minmetals for its long-term support to Hunan's economic and social development. As pointed out by Mr. Mao, in recent years, Hunan Provincial People's Government has thoroughly implemented the important guiding principles embodied in General Secretary Xi Jinping's speech during his visit in Hunan, and practiced the "three high and four new" strategy. To this end, it has actively promoted the transformation and upgrading of the non-ferrous metal industry, and continued to extend and strengthen the industrial chain, which has produced outstanding achievements such as acceleration of the industry agglomeration, continuous optimization of industry structure, constant improvement in innovation capability and remarkable results in green development. Since Hunan Provincial People's Government and China Minmetals have a good foundation and a broad prospect for cooperation, it was hoped that China Minmetals would continue to utilize its advantages as a central SOE, further optimize the industrial layout in Hunan, and accelerate the integration of the industrial chain, innovation chain and value chain of its branches in Hunan. China Minmetals was also expected to increase its investment in environmental protection and its support for key projects. All these expectations are to promote the efficient use of mineral resources, and continuously improve the level of green development of the non-ferrous metal industry. Mr. Mao also stressed that Hunan Provincial People's Government would continue to optimize the business environment, and support China Minmetals' development in Hunan by creating good conditions for the project implementation, business expansion, and technological innovation in Hunan.
