During August 16th to 17th, China Minmetals General Manager & Party Organization Deputy Secretary and MCC President & Party Committee Secretary Guo Wenqing led a delegation to visit Hunan Province. During the period, he visited Hunan Provincial Party Committee Deputy Secretary Du Jiahao and Hunan Provincial Party Standing Committee Member and Executive Vice Governor Chen Xiangqun, and exchanged opinions in terms of further strengthening and deepening cooperation. He also investigated and surveyed the Zhuzhou Smelter Group, a subordinate of China Minmetals Non-ferrous Metals Holding, and put forward guiding opinions and job requirements.

In the evening of August 17th, Guo Wenqing held a meeting with Provincial Governor Du Jiahao and both parties reached a consensus in terms of further deepening government and enterprise cooperation and realizing win-win development. The meeting was attended by China Minmetals Chief Accountant Shen Ling and Vice General Managers Li Fuli and Zhang Zhaoxiang.

In the afternoon of August 17th, Guo Wenqing and Vice Provincial Governor Chen Xiangqun held a work meeting. Guo Wenqing briefly introduced the basic information of the strategic recombination between China Minmetals and MCC, pointing out that after the recombination of the two enterprises, the strategic positioning of the new China Minmetals is very clear and definite, namely to forge a world first-class metal mining enterprise group with the core competence of the whole industry chain, while MCC will firmly go along the path of high-tech construction with its new strategic positioning of being the 'national team of metallurgical construction, the main force of capital construction and the pacesetter of emerging industries'. After the recombination, the new China Minmetals will work in the field of metal minerals globally, possess the whole industrial chain including resource access, reconnaissance, design, construction, operation and resource circulation, form a service capacity for providing systematic solutions, integrated engineering construction operation and product life-cycle management for metal minerals enterprises, and substantially promote its competitiveness and speaking rights in the whole industry. Last month, China Minmetals was also successfully approved to be a trial enterprise among state-owned capital investment corporations, which embodies SASAC’s sufficient recognition of China Minmetals’ industrial strength. China Minmetals pays close attention to its business development in Hunan, and it currently has 60,000 employees in the province. China Minmetals is willing to further strengthen cooperation with Hunan Province and strive for reciprocity, mutual benefits, cooperation and win-win results. It is hoped that the Hunan Provincial Committee and Government will continue to support and help China Minmetals.

Chen Xiangqun welcomed Guo Wenqing and his delegation, then pointed out that in the face of the new normal and new circumstances, and under the backgrounds of the strategic recombination and structural adjustment, transformation and upgrading in Hunan, the new China Minmetals will take the opportunity to further deepen its cooperation with Hunan Province. The related departments at all levels in Hunan Province will spare no effort to support China Minmetals’ development in Hunan. He then put forward three suggestions and requirements for the business development of China Minmetals in Hunan: first, quicken Zhuzhou Smelter’s green transformation and upgrading process; second, the quicken transformation and upgrading of enterprises in Hunan and enlarge the construction dynamics of projects in Hunan; and third, jointly improve enterprises to deepen reform. Both parties also exchanged opinions on keeping the minutes of meetings in terms of problems of mutual concern, and reached a consensus on joining hands to find optimal solutions and quicken the promotion of their strategic cooperation.

In the afternoon of August 16th, Guo Wenqing, Shen Ling and Li Fuli arrived at the Zhuzhou Smelter Group to investigate and guide the work. Guo Wenqing inspected the process of the direct extraction, direct lead smelting and water processing system on the spot, and made a site inspection of certain places such as the zinc finished parts storage area and so on. He also held a panel discussion with the leaders of the Zhuzhou Smelter Group. He fully affirmed the spirit of the Zhuzhou Smelter Group’s management team, the skeleton staff at the basic level and all other staff, and made requirements for the Group’s subsequent work: first, the entity responsibility of the first person responsible should be defined and upheld, and the assignment of responsibility of all managerial personnel should be clarified. The first person responsible should have the courage to work under pressure and face challenges, lead the talents well, emphasize the foundation of management and make efforts to solve difficulties. Deputies in charge of projects must be strict about their own responsibility and support the first person responsible to develop various works. Managerial personnel who are short of spirit, dedication and a perspective on the overall situation should be promptly adjusted. Second, pay high attention to safety, environmental protection and the maintaining of stability, and seize the opportunity of the price of zinc recovering in order to operate at full capacity and keep the profit growing. Take good control of capital management, quicken the flow-back of cash and reduce the occupation of two funds. Third, compress the management group and reduce the number of staff to help the Company reduce its pressure. Make use of relevant polices to make reforms bravely so that labor efficiency can be further improved. Gain benefits and find a way out through reform and innovation. Gather people wanting to start business so that 'compressed' people have a place to go and people who remain in the workplace can gain something, and help the Company and staff to achieve win-win results. Fourth, expand innovative ideas and promote transformation and upgrading. Make full use of the powerful resource platform of China Minmetals and MCC to strengthen communication and cooperation among internal enterprises, and seek foreign and domestic business collaboration; in this way, further research can be made and ideas expanded in innovation and transformation, and breakthroughs can be made in technical output, the export of labor services and other aspects. 'Retain the skeleton team, maintain brand value and keep the enterprise alive'; promote transformation and upgrading, and achieve breakthroughs.

Zhuzhou Smelter Group General Manager and Party Committee Secretary Huang Zhong made a statement to air his opinions on behalf of the Group’s leadership: it will always undertake its responsibilities, strengthen all its jobs such as in safety, environmental protection and production and operation, implement all requirements, strengthen 'two promotions' and insist on green transformation and upgrading development.
