On September 8th, State Councilor Wang Yong visited CRIBC, a subsidiary of China Minmetals, for investigation, survey and guidance. He also heard work reports and gave important instructions.

China Minmetals Corporation Chairman and Leading Party Group Secretary He Wenbo and General Manager & Leading Party Group Deputy Secretary and MCC Chairman & Party Committee Secretary Guo Wenqing reported to Wang Yong on such matters in 2016 as achievements, quality promotion, efficiency increase, reform, development, integration, fusion and more, principally focused on giving an account of the works developed by the enterprise in top-level design, the simplification of organizations, asset-liability ratio and other aspects. Soon afterwards, CRIBC Dean Yue Qingrui reported on CRIBC's important achievements in scientific innovation.

Wang Yong pointed out that State-owned enterprises should grasp their goals firmly, carry them out strictly without relaxing and spare no efforts to finish all the goals and tasks for the full year. Numerous measures should be implemented to stabilize growth, boost benefits, and obtain benefits from management, quality and scientific innovation to ensure persistent and stable growth. The recombination should carry out the requirements of General Secretary Xi Jinping for State-owned enterprise reform, and make the central enterprises stronger and better. The management should be excellent and the competitiveness should be strong. Achievements should be optimized and deepened. The present key is unity, and the most important thing is to unify our thought. Everyone should be braided like the strands of a rope, from combination to integration and finally to fusion. Everyone should be fused into a family, act with one heart, and cooperate and win together. Only harmony can bring about success in everything. The enterprise can promote its benefits and the staff can achieve material benefits. It is believed that the strategic recombination of the two enterprises can realize an alliance between strong enterprises, make both stronger and better, and create a world-class metallic ore enterprise group which is the best in China. The Central Government and the State Council will spare no efforts to support and help the enterprises.

Wang Yong pointed out that it is necessary to deeply carry out the spirits of the nationwide State-owned enterprise reform meeting, comprehensively advance the 'Pilot of ten reforms' and gain new breakthroughs and effects in the important fields and key links of reform. The Central Government's reform opinions for the reform of State-owned enterprises include developing a batch by innovation, integrating a batch by recombination and making a batch quit by clearing. It is expected that China Minmetals and MCC will become better, stronger and bigger after the recombination. Only with good development prospects can more support be obtained. The enterprise cannot conduct simple repeated competition. The structural adjustment layout of central enterprises will bring advantage enterprises closer. It is necessary to firmly boost the slimming, fitness, promotion of quality and increasing of efficiency, quicken the pace of structural adjustment and obtain substantial progress in such aspects as defusing capacity, escaping the dilemmas of the recombination, refining the main industries, cutting down the levels and so on. This year, the new China Minmetals' goals for the promotion of quality and the growth of efficiency must be over-fulfilled, and used to examine the operation and management ability of the new leading body. The new China Minmetals should promote its management ability. Only if the management ability is optimized can the enterprise be stronger. To reduce management levels and finish the slimming and fitness planning and design, human resources should be deployed to the front line. In the process of operation and management, it is necessary to properly control operation risks, reinforce interior supervision and find problems through operational laws. If an enterprise wants to live and develop amidst fierce market competition, perfecting its interior control system is a necessary condition. Only if the cost is properly controlled can the enterprise's benefits be promoted. These two enterprises are the best matched in funds, and the purpose of the recombination is to promote resource allocation efficiency. The new China Minmetals shall plan its existing resources as a whole and maximize its capital usage efficiency.

Wang Yong emphasized that it is necessary to closely combine the innovative spirit with entrepreneurship, strongly advance independent innovation and 'Double creating' work, unceasingly cultivate new kinetic energy, develop a new economy and enlarge the new industries. The new China Minmetals should innovate and develop continuously. The original old concepts should not be kept in the adjustment and development process of the entire economy. China Minmetals has led the development of scientific innovation, management innovation, operational innovation and enterprise culture innovation, but it needs to make persistent efforts. Implement supply-side reform, technological development and antecedence. The new China Minmetals should continue to lead scientific research institutions and carry out supply-side reform requirements in national development. To make reasonable use of resources, utilize nonferrous metals in buildings except for steel and iron, and pursue high-grade completion. Actually lead supply-side reform, solve present domestic industrial development problems, and advance the market to digest surplus capacity. It is necessary to voluntarily serve such significant national strategies as 'One Belt and Road', unceasingly promote the international operation level and strengthen the allocation ability of global resources.

Wang Yong indicated that MCC's development direction for emerging industries is correct. As the State Council advocates cultural innovation, it is necessary to strongly develop and support cultural industries. MCC should strive for opportunities to publicize projects concerning themes and culture to make its brands bigger and stronger. At present, waterlogging is the greatest problem for urban governance and the country is reinforcing its support for underground comprehensive pipelines, which are being popularized and carried out strongly nationwide. MCC should depend on this situation to generalize its strengths in the pipeline field and make due contributions to preventing disasters and reducing damage for society and the people.

At the end of the inspection, Wang Yong expressed that he appreciated China Minmetals and MCC's achievements, and wished for the new China Minmetals to make persistent efforts and create new glories.
