Tang Fuping attended the signing ceremony and held talks with Hu Henghua, Member of the Standing Committee of Hunan Provincial CPC Committee and Secretary of Changsha Municipal CPC Committee.
On April 18, China Minmetals and Changsha Municipal People's Government signed the cooperation framework agreement on co-building a new-energy materials demonstration base for mass entrepreneurship and innovation. Tang Fuping, China Minmetals’ Chairman and Party Group Secretary, and Hu Henghua, Member of the Standing Committee of Hunan Provincial CPC Committee and Secretary of Changsha Municipal CPC Committee, witnessed the signing.
The signing ceremony was presided over by Hu Zhongxiong, Vice Secretary of Changsha Municipal CPC Committee, Mayor of Changsha, and Secretary of the Party Working Committee of Xiangjiang New District of Hunan province. The agreement was signed by Li Fuli, Deputy General Manager and Party Group Member of China Minmetals, and Shu Xinggang, Executive Vice Mayor of Changsha and Member of the Standing Committee of Changsha Municipal CPC Committee.
According to the framework agreement, China Minmetals will rely on Changsha Research Institute of Mining & Metallurgy Co., Ltd. (CRIMM), cooperate with Changsha Municipal Government, and co-build China Minmetals’ new energy materials demonstration base for mass entrepreneurship and innovation. It will also develop Changsha Institute of New Energy Materials Industry, China Minmetals New Energy Materials Incubator for Mass Entrepreneurship and Innovation, China Minmetals National Industrial Park for New Energy Materials. A fund for the demonstration base launched jointly will enable Changsha to become the world's most important innovation capital for new energy materials. Among them, China Minmetals National Industrial Park for New Energy Materials is expected to produce 100,000 tons of new energy materials annually. This will drive the coordinated development of upstream-downstream industries. The industrial park will lead Changsha’s 100-billion-yuan new-energy materials industry. Now, the steady progress is made in all construction tasks of the demonstration base. China Minmetals New Energy Materials Incubator for Mass Entrepreneurship and Innovation has brought in more than 80 innovative enterprises specializing in advanced materials, energy conservation and environmental protection. The Phase I Project of China Minmetals National Industrial Park for New Energy Materials will be completed and put into operation at the end of this year.
In his speech, Tang Fuping said that China Minmetals is China's largest metals and minerals corporation enjoying the most international reputation, the world's largest and most robust service provider in metallurgical construction and operation, and the only state-owned capital investment company in the field of metals and minerals. China Minmetals boasts metal resources for new energy materials including nickel, cobalt and lithium. By relying on CRIMM and Hunan Changyuan Lico Co., Ltd., it establishes a complete R&D and operation system ranging from basic research to industrial transformation and creates a circular industry chain from resources, materials, devices, to recycling. The Changsha-based demonstration base is a milestone move for both sides to deepen cooperation to build a new energy materials industry cluster with global competitiveness. Through the construction of “one institute, two parks and one fund”, the project will bring into full play the advantages of central enterprises and local governments, seamlessly combine the three major innovation elements of “regions, enterprises, and large scientific research institutions”, and completely integrate the government planning, wisdom of scientists and technicians, courage of entrepreneurs and foresight of investors. The “four-chain integration” model of innovation chain, industrial chain, capital chain and policy chain will become a new exemplary one for upgrading the mass entrepreneurship and innovation and cooperation between local governments and enterprises.
In his speech, Hu Henghua said that the signing is an action of Changsha Municipal CPC Committee, Municipal Government, and China Minmetals to implement the spirit of the 19th CPC National Congress. It is also a move to practice the new development philosophy and boost the high-quality development, marking that the strategic cooperation scales a new high. Changsha Municipal CPC Committee and Municipal Government will provide all-round services to put in place the project. They will take the project as a new starting point to combine the research, technology, capital advantages of China Minmetals with the space, industry, policy ones of Changsha, so as to achieve new breakthroughs in the advanced energy-storage materials industry chain of Changsha and underlie a comprehensive modernized Changsha.
Prior to the signing ceremony, Mr. Tang Fuping and Mr. Hu Henghua held talks to exchange views on promoting the development of Changsha's new-energy materials industry and co-building China Minmetals’ new-energy materials demonstration base for mass entrepreneurship and innovation.
Mr. Tang said that China Minmetals’ Hunan-based enterprises are at a critical period of speeding up the transformation, a period of opportunity for the rapid development of new energy materials industry. As the “capital of entrepreneurship”, Changsha has a superior business environment, which results in the industrial agglomeration effect. China Minmetals will seize this opportunity to develop the new energy materials industry vigorously. The new-energy materials demonstration base for mass entrepreneurship and innovation is an important move to put in place Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and China’s innovation-driven development strategy, marking that the cooperation between the two sides enters a new stage.
Mr. Hu Henghua said that, as Changsha is at a critical period of further development after its GDP exceeds one trillion yuan, the new material industry acting as the largest industry in Changsha plays a pivotal role. The demonstration base is an essential step to implement the strategic consensus reached between China Minmetals and Hunan province. Changsha Municipal Government will, as always, give a boost to the development of China Minmetals in Hunan, keep deepening their cooperation in the field of new energy materials, and jointly promote the high-quality development of Changsha.
Attending the activities were Xia Jianping, Member of the Standing Committee of Changsha Municipal CPC Committee and Secretary-General of Changsha Municipal CPC Committee, Zhang Nengfeng, Secretary-General of Changsha Municipal Government, and relevant leaders; Cao Xiuyun, Assistant to General Manager of China Minmetals, and heads of relevant departments at headquarters and Changsha-based enterprises.
