On July 5, the General Office of the Leading Group for State-owned Enterprise Reform under the State Council held a special promotion meeting on "Leading the Three-Year Action Plan for State-owned Enterprise Reform with High-quality Party Building, Promoting Entrepreneurial Spirit to Inspire Responsibility Acceptance" (and the Sixth Monthly Meeting in 2022 for the Three-year Action Plan of State-owned Enterprise Reform) via a video link. Weng Jieming, Deputy Director of the General Office of the Leading Group for State-owned Enterprise Reform under the State Council, Member and Deputy Director of the SASAC Party Committee, attended the meeting and delivered a speech. Peng Huagang, Member and Secretary General of the SASAC Party Committee, presided over the meeting. Weng Zuliang, Party Group Secretary and Chairman of China Minmetals and Leader of the Leading Group for Comprehensively Deepening Reforms, attended the video meeting at the designated venue of China Minmetals, and delivered a speech entitled "Strengthening the Party's Leadership, Inspiring Responsibility Acceptance and Laying a Solid Foundation for Building a World-Class Metals and Mining Group".

It was pointed out at the meeting that since the implementation of the three-year action plan, a series of major achievements had been made in the Party building and the Party's leadership in state-owned enterprises, including a clearer path for reasonable unity of Party leadership and corporate governance, more in-depth integration of Party building and reform, development, production & operation, and significantly increased work enthusiasm of officials and employees. It was indicated that the Party's leadership and Party building had provided an important political guarantee for the reform.

It was emphasized on the meeting that it was necessary to promote reform in the implementation of primary tasks of the three-year action plan, advance the in-depth integration of Party's leadership & Party building and reform deepening, production and operation, boost the reasonable unity of Party cadres and talents with market-based talent selection & employment. It was also stressed that it was essential to vigorously carry forward the entrepreneurial spirit to inspire responsibility acceptance in reform and development, strengthen supervision and coordination to promote upright conduct, discipline inspection and anti-corruption, and thoroughly implement key tasks of strengthening the Party's leadership and Party building in the three-year action plan.

The meeting proposed that high-quality Party building should be taken as the guidance, and that the high quality completion of the three-year action plan should be tracked and supervised as part of the efforts to implement the important instructions of General Secretary Xi Jinping. As pointed out in the meeting, it is imperative to give full play to the role of Party organizations at all levels in tackling the challenges of reform, coordinate tasks of reform, development and stability, and ensure that the three-year action plan of state-owned enterprises reform is completed with high quality.

Liu Caiming, Party Group Member, Vice President, Chief Accountant and Leader of the Working Group for Comprehensively Deepening Reforms of China Minmetals, attended the meeting. Besides, heads of relevant headquarter departments, all directly-managed enterprises and key subsidiaries of China Minmetals, and heads of reformed departments and relevant departments attended the meeting via a video link.
