China Minmetals Holds a Meeting with Liaoning Province

On January 8, China Minmetals held a working meeting with Liaoning Province in Shenyang. Chen Dexin, Party Group Secretary and Chairman of China Minmetals, and Hao Peng, Secretary of the Liaoning Provincial Party Committee and Director of the Standing Committee of the Provincial People’s Congress, as well as Li Lecheng, Deputy Secretary of the Provincial Party Committee and Governor of Liaoning, attended the meeting and conducted in-depth discussions on strengthening central SOE-local cooperation. Liaoning provincial leaders Jiang Youwei and Wang Libo, as well as leadership of China Minmetals, Wang Jie, Zhu Kebing, and Chen Jianguang, attended the meeting.

Hao Peng and Li Lecheng, on behalf of the Liaoning Provincial Party Committee and Provincial Government, extended a warm welcome to Chen Dexin and his delegation to Liaoning to deepen practical cooperation and expressed gratitude for China Minmetals’ strong support for Liaoning’s revitalization and development. Hao Peng noted that China Minmetals has a solid foundation of cooperation with Liaoning, with project collaborations in areas such as resource development, engineering construction, urban renewal, and environmental governance. Particularly since the signing of the strategic cooperation framework agreement in 2023, both sides have continuously increased their cooperation efforts. Liaoning, a province rich in resources, is fully committed to building a trillion-level metallurgical new material industry base, offering a broad prospect for further deepening cooperation between both sides. It is hoped that China Minmetals will fully leverage its advantages in resources and technology to assist Liaoning in enhancing its supply and security guarantee capacity for mineral resources, deeply participate in the development of the metallurgical new material industry, and continuously deepen cooperation in the field of trade and logistics, jointly achieving mutual benefit and win-win results. Liaoning will continue to create an “upgraded version” of the business environment, providing favorable conditions and better services for the development of China Minmetals in the province.

Chen Dexin expressed his gratitude to the Liaoning Provincial Party Committee and Government for their concern and support of China Minmetals’ development in the province. He emphasized that China Minmetals earnestly implemented the guiding principles of General Secretary Xi Jinping’s important speeches and instructions, deeply carried out the strategic cooperation framework agreement, and solidly advanced projects such as the Chentai Gou Iron Mine and the Zhao Pingfang Iron Mine, effectively enhancing the national supply and security guarantee capacity of metal mineral resources. China Minmetals is earnestly studying and implementing the guiding principles of the Third Plenary Session of the 20th CPC Central Committee, and actively implementing the guiding principles of Central Economic Work Conference. China Minmetals also firmly undertakes its original mission of “serving and reinvigorating the country through the metals and minerals industry.” We are accelerating our efforts to improve quality and efficiency, drive transformation and upgrading, and actively promote technological innovation through “five focuses”. Additionally, We are intensifying our implementation of the “chain-leader system” in the industrial chain to take the lead in achieving high-level technological self-reliance, building a modern industrial system, and fostering new productive forces. In the next step, China Minmetals will prioritize Liaoning as the top priority for its investment layout, comprehensively deepening cooperation in areas such as technological integration and innovation, mineral resource development, ecological restoration and governance, urban renewal and transformation, and talent exchange and training, to achieve coordinated development and mutual benefit, demonstrating greater responsibility and action in driving the comprehensive revitalization of Northeast China and Liaoning.
