Chen Dexin Inspects China Third Metallurgical Group and Offers Sincere Greetings to Its Cadres and Staff

On May 27, Chen Dexin, Secretary of the Party Leadership Group and Chairman of China Minmetals Corporation, conducted an inspection tour to China Third Metallurgical Group in Shenyang and extended greetings to its cadres and staff.

During the inspection, Chen Dexin presided over a symposium, where he heard a work report covering China Third Metallurgical Group’s historical evolution, organizational structure, operations and management, development plans, and Party building activities. He gained an in-depth understanding of the difficulties and bottlenecks constraining the enterprise’s development. He then joined the discussion to formulate targeted countermeasures and encouraged all staff to carry forward the enterprise’s red heritage. He urged them to inherit, promote, and build upon the fine corporate culture, technological strengths, and brand reputation forged through the hard work of generations of employees, so as to boost confidence, forge ahead with renewed vigor, revitalize the brand, and strive for new glories.

Chen Dexin stressed the need to uphold Party building as the overarching principle, thoroughly study and fully grasp the spirit of General Secretary Xi Jinping’s important instructions concerning work on central SOEs, give top priority to the Party’s political building, strictly enforce the Party’s political discipline and rules, maintain solidarity among the leadership, steadily carry out learning and education on fostering and practicing a correct view of political performance, deliver solid work in primary-level Party building, and promote the in-depth integration of Party building with production and operations. We must take reform as the overarching guide, improve overall labor productivity, continuously optimize institutional frameworks and personnel structures, strengthen institutional development, deepen internal transformation, solidly streamline operations and enhance efficiency, persistently reinforce ideological and political work, and break through development bottlenecks with the courage to turn the blade inward. We must remain committed to innovation-driven development, giving prominence to both management innovation and technological innovation. We need to strengthen transparent oversight with a sharp focus on key links, improve the institutional framework, and ensure strict implementation, so as to consistently enhance the quality and efficiency of management. We must leverage technological innovation to empower core businesses, vigorously develop new quality productive forces, and further consolidate the brand foundation through dual-driven innovation in both technology and management. We must remain committed to improving quality and efficiency — enhancing profitability through prudent operational accounting, increasing efficiency via refined management, and boosting effectiveness through reform and innovation. We will strengthen full life-cycle project management and control, comprehensively elevate project profitability and operational quality, rigorously mitigate all types of risks, and continue to expand into new markets by enhancing our brand reputation and performance capability. We must remain committed to transformation and upgrading, build on our core strengths in metallurgical construction, consolidate the foundation of our metallurgical operations, vigorously develop integrated mine construction and operation services, and continuously expand into emerging fields such as urban renewal, green and low-carbon solutions, and prefabricated construction. By strengthening our primary responsibilities and core businesses, we will enhance our market competitiveness. We must remain committed to exercising full and rigorous governance over the Party, fortifying the defense against corruption, and promoting the coordinated operation of a "four-responsibility synergy" mechanism — namely, the Party committee's primary responsibility, the disciplinary oversight commission's supervisory responsibility, the Party secretary's first-person responsibility, and the team members' "one post, two responsibilities" — all working in the same direction. We will deepen the use of cases as warnings to drive reform and governance, advance integrated efforts to ensure that officials dare not, cannot, and do not want to engage in corruption, and strive to foster a clean and upright political environment as well as a sound development environment. We must remain committed to coordinating development and safety, fully implement the responsibility system for workplace safety, and approach safety production with a sense of responsibility that keeps us constantly vigilant. We will draw deep lessons from recent workplace safety incidents, focus on identifying and rectifying potential risks, strengthen control over key areas, learn from each incident to prevent others, and take strict precautions to resolutely safeguard the baseline and red line of workplace safety.
