The meeting conveyed and studied the spirit of the meeting of the Political Bureau of the CPC Central Committee held on April 28. The meeting pointed out that General Secretary Xi Jinping’s important speech at the meeting of the Political Bureau of the CPC Central Committee scientifically analyzed the current economic situation and set forth clear requirements for follow-up economic work, providing vital guidance for China Minmetals’ work going forward in the next stage. China Minmetals must earnestly study and thoroughly comprehend the speech content, accurately assess opportunities and challenges confronting current economic development, strengthen risk awareness and bottom-line thinking, concentrate on running its own operations well, and effectively offset external uncertainties with stable internal development. It will firmly adhere to the general work tone of pursuing progress while maintaining stability, boost profitability through cost-conscious operations, improve efficiency through refined management, and enhance performance through reform and innovation. Targeted efforts will be channeled into core tasks and major projects to steadily consolidate and strengthen the upward economic momentum. China Minmetals will coordinate key work including resource security, industrial development, deepened reform, work safety and risk prevention and control, scale up efforts for scientific and technological innovation, advance parallel development of traditional, emerging and future industries, and foster and expand new quality productive forces tailored to local realities.
The meeting emphasized that work safety must be prioritized above all other work to firmly consolidate the foundation for safe development. Priorities will be placed on two fronts: tiered supervision and inspection, and rigid accountability mechanisms to compel full performance of job duties. We will take high-quality steady growth as the core objective, and make every effort to elevate the quality and efficiency of capital management, production and operation, project investment and risk management. We will regard scientific and technological innovation as the primary driving force for development, and accelerate the construction of R&D platforms, breakthroughs in core technologies, commercialization of scientific and technological achievements, and institutional and mechanism innovation. We will activate internal impetus through comprehensively deepening reform, set up a reform work ledger, issue and implement China Minmetals’ new-round reform plan at the earliest date possible, and accelerate the construction of unified integrated systems. We will earnestly deliver major political tasks, steadily carry out learning and education on fostering and practicing a correct view of performance, further push forward rectification against feedback from the follow-up inspection of central inspection rectification, implement the “one plan and three lists” framework, strengthen penetrating supervision over key entities and key fields, and deliver landmark rectification outcomes that are implementable, verifiable and capable of standing the test of time.
