Zhu Kebing Visits Shanghai Baoye for Pre-Holiday Safety Inspections

On June 18, Zhu Kebing, Deputy Secretary of the Party Leadership Group, Director and General Manager of China Minmetals, inspected Shanghai Baoye to conduct pre-holiday work safety checks and extended greetings to frontline managerial staff and employees.

Zhu Kebing first visited Shanghai Baoye’s headquarters to learn about the progress of the pilot unified system development of China Minmetals. He fully acknowledged Shanghai Baoye's thorough awareness, proactive approach, solid execution, and forward-looking planning, noting Shanghai Baoye had achieved remarkable results in advancing the program. He then traveled to the construction site of the Shanghai Baoshan Station project to conduct inspection on pre-holiday work safety. During the visit, he reviewed the project overview, master plan, core construction challenges, ongoing work progress and the development of the project’s integrity-building efforts, and spoke highly of the project’s phased construction outcomes.

During his inspection of the unified system pilot, Zhu Kebing underscored the importance of explicitly defining the boundaries between edge-end systems and small-scale, common business functions. He emphasized that Shanghai Baoye should accelerate the development of edge-end systems, close data shortfalls, and achieve seamless, end-to-end connectivity spanning the entirety of business and financial operations. Such measures, he noted, will facilitate comprehensive data traceability and transparency, fulfilling the State-owned Assets Supervision and Administration Commission's (SASAC) requirements for penetrating regulatory oversight. He called for rigorous foundational data preparation with refined data granularity to reinforce the system’s underlying technical architecture. He also emphasized upgraded scenario-based integrated commissioning and testing. Teams must move beyond isolated single-point testing and conduct full-scenario validation across all internal modules and external systems, enabling forward-looking data simulation and backward audit tracing capabilities.

During his inspection on the Shanghai Baoshan Station project, Zhu Kebing underscored that work safety must remain a top priority. He required precise identification of potential hazards and critical risk factors throughout all construction phases. In response to seasonal challenges including flood seasons, typhoons and extreme high temperatures, he urged proactive planning and comprehensive on-site arrangements, strict oversight of high-risk construction operations, and rigorous, detailed implementation of safety management protocols. He stressed strict compliance with established bottom-line and red-line regulatory requirements. All personnel must maintain unwavering integrity and self-discipline, with tightened oversight over high-risk business links including tendering, procurement and subcontract settlement, striving to build the Shanghai Baoshan Station project into a benchmark model for clean and compliant construction management. While advancing coordinated project construction, Zhu Kebing urged the Group to fully leverage China Minmetals’ integrated full-industry-chain advantages. Facing an industry landscape of intense volume-driven competition, the Group shall enhance cross-department resource coordination and synergy, actively explore high-quality transformation and development paths, and steadily upgrade its core market competitiveness.
