On the morning of June 24, Chen Dexin, Secretary of the Party Group and Chairman of China Minmetals, conducted an inspection tour of Minmetals Nonferrous Metals and chaired a promotion meeting on international operations.

Chen Dexin carefully listened to work briefings from Minmetals Nonferrous Metals covering production and operations, risk prevention and control, Party building, and other key areas. He held online exchanges with the heads of China Minmetals’ Latin American Regional Headquarters, as well as representatives from Minmetals Nonferrous Metals’ affiliated mines, Hong Kong Holdings, North China Aluminum, and other subsidiaries. Through them, he extended sincere greetings and heartfelt gratitude to the broad ranks of managers and employees working on the front lines. He fully recognized the notable achievements Minmetals Nonferrous Metals has made in resource development, cost reduction and efficiency improvement, and risk prevention and control, as well as the proactive and dedicated spirit demonstrated by its managers and employees. He encouraged all personnel to continuously consolidate their strengths in international operations, steadily enhance their international operational capabilities, systematically elevate the standard of global business management, and strive to accelerate the development of China Minmetals into a world-class metal and mining enterprise group with global competitiveness.

Chen Dexin emphasized the need to thoroughly study and implement the essence of General Secretary Xi Jinping’s important expositions on the reform, development, and Party building of state-owned enterprises, and earnestly act on the important instructions issued by General Secretary Xi Jinping concerning central enterprises, continuously strengthen core functions and core competitiveness, and steadily raise the quality and efficiency of the enterprise’s international operations. Minmetals Nonferrous Metals shall prioritize the development of seven major systems as follows: first, establish a clearly defined international governance system. The headquarters of Minmetals Nonferrous Metals shall effectively perform its functions of service, guidance, supervision, and assessment, and continuously enhance its management capabilities to better support and underpin the high‑quality operation of overseas projects. Listed subsidiaries shall strive to develop into China Minmetals’ flagship platform for overseas resource development, while the executive teams of all mining enterprises shall ensure full compliance operation within their delegated authority; second, establish and refine an institutional system tailored to international development. The Company shall coordinate five key links—institutional planning, formulation, dissemination, implementation, and evaluation—streamline institutional alignment across all tiers of enterprises, and ensure a fully compliant, complete, well‑coordinated, and effective institutional framework; third, build a globally coordinated international operation and control system. The Company shall accelerate the development of an integrated collaborative management and control platform, diligently fulfill its core supervisory and oversight responsibilities, and achieve full‑process dynamic visual monitoring. Adhering to the principle of “China‑led, Sino‑Western integration, complementary strengths, and coordinated development,” the Company will continuously enhance the quality and efficiency of its global operational management; fourth, improve a full-coverage risk prevention and control system. Sustained efforts shall be made in key areas such as capital management and special audits to shift risk management from passive response to proactive prevention. The Company shall actively practice tangible and perceivable ESG concepts, push forward ESG compliance as a long-term systematic initiative, and deeply embed ESG requirements into corporate culture and the entire governance process; fifth, develop a standardized and stable trade operation system. The Company shall strictly enforce the “Ten Prohibitions” governing trade businesses, build a solid compliance line of defense through rigid institutional constraints, and ensure that all trading activities operate within standardized parameters; sixth, fully refine a development system for interdisciplinary talent teams. Closely aligning with the demands of international business expansion, the Company shall coordinate the cultivation of leadership capabilities among senior executives, execution capacity among middle managers, practical skills among frontline staff, and the development of professional backup talent pools. It shall also improve tiered and categorized talent echelon training mechanisms, thereby providing solid human resources support for global operations; and seventh, reinforce the Party building system. With the political construction of the Party as the guide, the Company shall improve an organizational system featuring smooth vertical communication and forceful implementation, effectively translate the Party’s organizational strengths into drivers of development, and fully establish a benchmark model for Party building work.

Chen Dexin also made arrangements for key tasks including work safety, cost control and compliant operation, requiring the enterprise to resolutely shore up risk barriers for steady and sound operation.

Relevant department heads from China Minmetals Headquarters accompanied the inspection.
