On June 26, Chen Dexin, Secretary of the Party Leadership Group and Chairman of China Minmetals, and Zhu Kebing, Deputy Secretary of the Party Leadership Group, Director and General Manager of the Corporation, held working talks with Mr. Zeng Zanrong, Member of the Standing Committee of the CPC Shandong Provincial Committee and Secretary of the CPC Qingdao Municipal Committee. During the meeting, both parties engaged in comprehensive discussions on deepening government-enterprise collaboration. The talks were also attended by Song Mingjie, Member of the Standing Committee of the CPC Qingdao Municipal Committee and Secretary-General of the Qingdao Municipal Government.

Chen Dexin and Zhu Kebing welcomed Zeng Zanrong and his delegation, and expressed their gratitude to Qingdao for its longstanding care and support for China Minmetals’ development in the city. Chen noted that China Minmetals has always been dedicated to serving the nation through its mining operations and to strengthening China’s competitiveness in the mining sector. Over its 76‑year history, China Minmetals has grown into a modern metals and mining conglomerate distinguished by five defining features: resource‑oriented operations, a diversified core business, a multi‑sectoral industrial layout, cross‑border presence, and an integrated mega‑enterprise model. China Minmetals and Qingdao have built a solid cooperative foundation in areas including technological innovation, engineering construction, trade and logistics, and financial and real estate services. Their strategic visions for industrial development during the 15th Five‑Year Plan period are highly complementary. Chen expressed the hope that both sides would join forces to address common challenges and pursue shared goals in fields such as the green development of deep‑sea mineral resources, deeper integration of technological and industrial innovation, and urban renewal, thereby providing stronger support for the country’s overarching strategic objectives. Zhu Kebing stressed that China Minmetals has made it its mission to “ensure the supply and security of national metal and mineral resources,” and that deep‑sea mineral resource development has become a critical pillar in building a robust resource security system. He voiced China Minmetals’ willingness to further expand and deepen cooperation with Qingdao in joint research platforms for deep‑sea science, breakthroughs in core technologies, and advanced equipment manufacturing, aiming to enhance both the quality and efficiency of collaboration and make greater contributions to strengthening national resource security capabilities.

Zeng Zanrong thanked China Minmetals for its outstanding contributions to Qingdao’s economic and social development over the years. He noted that Qingdao has been thoroughly implementing the important instructions of General Secretary Xi Jinping on work in Shandong and the city, taking scientific and technological innovation as the lead in building a modern industrial system and fostering new quality productive forces suited to local conditions. With strong comprehensive strength and a diversified business portfolio, China Minmetals is well-positioned as a partner. He expressed the hope that both sides would step up communication and coordination, refine implementation pathways, accelerate the delivery of cooperation projects, and actively expand collaboration in deep-sea development, urban renewal, and other fields, to achieve mutual benefit and win-win outcomes.

Prior to the talks, the two sides jointly visited the China Minmetals Mining and Metallurgical Scientific and Technological Achievements Exhibition, during which they exchanged views on advancing the deep integration of scientific and technological innovation and industrial innovation.

Relevant officials from Qingdao Municipality, Ocean University of China and Laoshan Laboratory, as well as principals of relevant departments and subsidiaries of China Minmetals, attended the working talks.
