On the morning of June 27, China Minmetals held the unveiling and signing ceremony in Xining, Qinghai. Wu Xiaojun, Secretary of the Communist Party of China (CPC) Qinghai Provincial Committee and Chairman of the Standing Committee of the Qinghai Provincial People’s Congress, Luo Dongchuan, Deputy Secretary of the Communist Party of China Qinghai Provincial Committee and Governor of Qinghai Province, Chen Dexin, Party Group Secretary and Chairman of China Minmetals, and Zhu Kebing, President and Deputy Party Group Secretary of China Minmetals, engaged in a discussion session and witnessed the signing ceremony. Zhang Jingang, Member of the Standing Committee of the CPC Qinghai Provincial Committee and Executive Vice Governor of Qinghai Province, Zhu Xiangfeng, Member of the Standing Committee of the Qinghai Provincial Committee and Secretary of the CPC Qinghai Provincial Committee, Wang Jiezhi, Director and Deputy Party Secretary of China Minmetals, and Wang Xingquan, Party Group Member and Senior Vice President of China Minmetals, attended the meeting.

Wu Xiaojun and Luo Dongchuan, on behalf of the CPC Qinghai Provincial Committee and the People's Government of Qinghai Province, extended a warm welcome to Chen Dexin and his delegation, and thanked China Minmetals for its long-term strong support. They said that Qinghai, together with China Minmetals, implemented General Secretary Xi Jinping's major requirements for Qinghai's work, and promoted the newly established China Salt Lake Industry Group to present a prosperous and stable new look with a high sense of political responsibility and mission. At a new starting point of formulating the planning for the 15th Five-Year Plan period, it is expected that the two sides will continue to align with each other to deal with same challenges, make coordinated efforts to promote high-level protection and high-quality development with a focus on building high-end, intelligent, and green salt lake industry, strive to extend, supplement, and enhance the industrial chain, and accelerate in-depth integration of scientific and industrial innovation, thus jointly promoting the construction of a world-class salt lake industrial base. It is hoped that China Minmetals will give full play to its advantages in logistics, service trade, finance and other fields, and further increase its industrial footprint and investment in Qinghai. Qinghai will, as always, guarantee the factors of production and give full support to the development of enterprises in Qinghai.

Chen Dexin thanked the CPC Qinghai Provincial Committee and the People's Government of Qinghai Province for their concern and support to China Minmetals. He said that China Minmetals thoroughly implemented the spirit of series of important speeches and instructions given by General Secretary Xi Jinping on accelerating the construction of a world-class salt lake industry base. Since the establishment of China Salt Lake with Qinghai Province, China Minmetals has fully leveraged the advantages of the integrated metal mining industry chain. Under its “100-Day Integration & Renewal Initiative”, China Minmetals galvanized the entire group to support China Salt Lake to accelerate the construction of a world-class salt lake base, and made significant progress. The all-dimensional and in-depth cooperation between China Minmetals and Qinghai in recent years has set a model for central-local cooperation. It is hoped that the two sides will take this event as an opportunity to further promote high-level and efficient cooperation and implement projects in a detailed and practical manner. China Minmetals will give full play to the three-fold functions of central SOEs, that is, technological innovation, industrial control, and safety support, to make new and greater contributions to building an ecological conservation highland and four industrial regions in Qinghai.

Chen Dexin and Luo Dongchuan unveiled the Qinghai Sub-center of the National Strategic Technology Innovation Center for Efficient Development of Rare Minerals. Zhu Kebing and Zhang Jingang unveiled the China ENFI Salt Lake Technology Research Institute. Wang Jiezhi presided over the unveiling ceremony. Wang Xingquan introduced the background and follow-up work ideas of the Qinghai Sub-center of the National Innovation Center and the Salt Lake Research Institute. The participants witnessed the signing of the “Strategic Cooperation Agreement between China Minmetals’ Northwest Regional Headquarters and Bureau of Geology and Mineral Exploration and Development of Qinghai Province”, “Strategic Cooperation Agreement between China Salt Lake Industrial Group Co. Ltd. and Qinghai Institute of Salt Lakes of the Chinese Academy of Sciences", and “Strategic Cooperation Agreement between Qinghai Salt Lake Industry Co., Ltd. and Qinghai Qaidam Institute of Geophysical and Geochemical Exploration”.
