From March 24 to 25, Chen Dexin, Party Group Secretary and Chairman of China Minmetals, visited Luoyang to conduct research and provide guidance at China ENFI Yanshi R&D Base and China Silicon Hi-tech Corporation (China Silicon). During the visit, he also met with frontline cadres and employees.

Chen Dexin visited multiple key facilities during his inspection, including the Yanshi R&D Base exhibition hall, as well as specialized platforms such as the new materials lab, backfill technology center, fuel cell R&D platform, metallurgical pilot testing zone, mineral processing concept validation platform, vanadium flow battery electrolyte pilot line, and scandium-zirconium fuel cell pilot platform. He also toured the National Engineering Research Center in China Silicon, its R&D and pilot laboratories, zone-refined polysilicon production lines, and the industrial-scale silicon carbide demonstration line. After gaining a detailed understanding of laboratory infrastructure, R&D investment, transition of scientific achievements into applications, innovation mechanisms, talent development, and Party-building initiatives, Chen commended both entities for their unwavering focus on core responsibilities, dedication to scientific research, and commitment to delivering results. He highlighted their success in driving deep integration of technological innovation and industrial advancement, which has significantly contributed to the high-quality development of China Minmetals.

Chen Dexin emphasized the need to thoroughly study and implement the General Secretary Xi Jinping’s important directives on technological innovation and work in Henan Province, fully implement the spirit of the Xi’s important speech during the Jiangsu delegation deliberation, and focus on leveraging central enterprises’ role in technological innovation, industrial control, and security support. He urged intensified efforts to deepen the integration of technological and industrial innovation, promote seamless alignment between innovation and industrial chains, effectively implement China Minmetals’ focus on five aspects in technological innovation, and contribute Minmetals' strength to accelerating the development of new quality productive forces and building a modern industrial system.

Firstly, we must always bear in mind the crucial responsibilities for our nation, aligning national needs with Minmetals’ capabilities and Enfi’s expertise. We will remain steadfast in serving national strategies, addressing industry bottlenecks, continuously enhancing our industry standing, driving the formulation of industry standards, and leading industrial development. Secondly, we should leverage technological innovation to propel the high-end, intelligent, and green transformation of traditional industries. Guided by the philosophy of consummating every procedure, we will vigorously develop high-tech, high-value-added technologies and services, actively nurture strategic emerging industries, and lay the groundwork for future industries. Thirdly, we should deepen reforms by adopting the Amoeba management, refining performance evaluation systems, optimizing the operational mechanisms of R&D platforms, and streamlining career advancement for technical talent. This will unleash the vitality and value of the “treasure mine”, that is, our scientific and technological talents. Fourthly, we should rigorously implement educational campaigns on the CPC Central Committee’s Eight Provisions, fostering reverence through learning, identifying gaps through self-examination, and achieving tangible results through rectification. We will empower employees to act boldly and proactively while upholding discipline, integrity, and ethical standards, thereby cultivating a corporate culture of integrity, positivity, harmony, and stability.
