From March 25 to 26, Chen Dexin, Party Group Secretary and Chairman of China Minmetals, visited Chongqing to conduct inspections and provide guidance at its subsidiaries CISDI and MCC . During the visit, he carried out work safety inspections and extended his regards to frontline employees.
During his visit to CISDI, Chen Dexin inspected the Industrial Internet Platform, New Materials Laboratory, and CISDI Equipment Company. He gained detailed insights into the development of technological R&D platforms, the industrialization of scientific achievements, the cultivation of technical talent teams, and Party building initiatives, while engaging in cordial communication with frontline staff. He emphasized that the company must thoroughly study the General Secretary Xi Jinping’s important directives on technological innovation and the key points of his Chongqing inspection speech, fully implement the decisions of the Central State-Owned Enterprises Technological Innovation Conference, and vigorously develop sci-tech industries. CISDI should strive to take the lead in advancing high-level self-reliance in science and technology, building a modern industrial system, and developing new quality productive forces. The company must persistently draw momentum from reform and vitality from innovation. It should resolutely forge a unique development path tailored to CISDI’s strengths, an inevitable trajectory for China Minmetals to achieve high-quality growth in its sci-tech industries, and a breakthrough route to deeply integrate technological and industrial innovation while ensuring seamless convergence between innovation and industrial chains. Built on this, it should systematically codify and disseminate its successful transformation experiences, setting a benchmark for other R&D-driven enterprises to adopt the mode that puts emphasis on both sci-tech and industry. Priorities include innovating in institutional mechanisms to fully unlock the potential of technical talent, by streamlining career advancement channels and cultivating cohorts of exemplar craftsmen, as well as strengthening leadership teams through the principle that competence commands authority. Guided by action-oriented and result-driven work ethos, the company must focus on delivering concrete outcomes, nurturing talent, and generating replicable best practices to solidify its role as a vanguard in advancing national innovation agendas.
At MCC, Chen Dexin gained a deep understanding of the company’s development history and the progress of its ongoing projects. He emphasized the need to thoroughly study and implement General Secretary Xi Jinping’s important expositions on the reform and development of state-owned enterprises and Party building, as well as the spirit of his important speech during his inspection of Chongqing. He also stressed the importance of leveraging the comparative advantages of four privileges and ten excellent qualities to promote the high-quality development of the enterprise. Chen Dexin called for persisting in operating with financial accountability to generate profits, implementing refined management to boost efficiency, and pursuing reform and innovation to enhance effectiveness, thereby continuously strengthening core competitiveness and delivering outstanding engineering projects. He urged that new leaders address legacy issues, increase efforts in collecting outstanding debts, and focus on resolving historical problems. Additionally, he emphasized the need to implement the various requirements of the Year of Standardized Management, ensure effective operation as a business entity at according level, strengthen thorough supervision, and truly achieve integration from top to bottom, real-time monitoring, and timely warning. Finally, he called for unequivocally focusing on Party building, strengthening the Party branches in project departments, ensuring that Party branches play a role in educating Party members, managing safety, and promoting integrity and self-discipline, and achieving both visibility and effectiveness.
Chen Dexin also put forward specific requirements to the two subsidiaries regarding the solid promotion and in-depth implementation of the Eight Provisions through related work on learning and education.
