On May 14, 2025, China Minmetals held a promotion meeting for the formulation of the "15th Five-Year Plan" for affiliated enterprises of China Minmetals in Hunan Province. At the meeting, the relevant persons conveyed and studied the guiding principle in the important speeches of General Secretary Xi Jinping at the symposiums on economic and social development in some municipalities, provinces and regions during the "15th Five-Year Plan" period. They made plans to the implementation of work arrangements of "15th Five-Year Plan" by the State-owned Assets Supervision and Administration Commission (SASAC) of the State Council, and brainstormed and worked together to plan the overall development strategies and goals of China Minmetals for the next five years. Chen Dexin, Party Group Secretary and Chairman of China Minmetals attended the meeting and made a speech. Wang Xingquan, Party Group Member and Senior Vice President of China Minmetals joined the meeting. 

At the meeting, the moderator introduced the basic ideas and preparation plan of China Minmetals' "15th Five-Year Plan". Attendees listened to reports from the affiliated enterprises of China Minmetals in Hunan Province on the implementation of their respective "14th Five-Year Plan", the overall ideas of the "15th Five-Year Plan", key measures for developing new quality productive forces, and relevant suggestions for China Minmetals' "15th Five-Year Plan", and conducted interactive exchanges. 

In his concluding speech, Chen Dexin emphasized the need to deeply study and implement the guiding principles of the important speeches of General Secretary Xi Jinping at the symposiums on economic and social development in some municipalities, provinces and regions during the "15th Five-Year Plan" period, and to accurately understand the principles, requirements, and key arrangements for formulating the "15th Five-Year Plan". Chen also stressed that these enterprises should firmly grasp the strategic mission and functional orientation of central state-owned enterprises and work to leverage "three roles" of central SOEs in technological innovation, industrial control and safety support. They should take the lead and set an example in promoting high-level self-reliance in science and technology, building a modern industrial system, and developing new quality productive forces, and continuously enhance their core functions and core competitiveness. Besides, they should proactively grasp the evolving situation and shoulder their responsibilities from a higher vantage point. They should be acutely aware that the responsibility of serving the national strategy is increasingly significant, that the imperative for innovation-driven development is increasingly pressing, and that the challenge of transforming and upgrading traditional industries is more challenging than ever. Furthermore, they should clarify the direction and precisely define their position, using systems thinking to study the 15th Five-Year Plan. Taking the Planning Outline of China Minmetals as their guide, they should accurately implement their defined roles and functions. With new quality productive forces as their starting point, they should meticulously plot their development paths. With major projects as their support, they should carefully plan their course of action. In addition, they should adapt to local conditions and pool their efforts to enhance the quality of planning with a pragmatic approach. They should stick to organize leadership to ensure seamless vertical and horizontal integration of China Minmetals' three-tiered planning. They should actively seek input and maximize the collective wisdom. Moreover, they should strengthen resource allocation guarantee and establish a virtuous cycle where resources are aligned with objectives. 

Participants included the heads of relevant headquarter departments of China Minmetals, as well as the main heads and relevant personnel of directly-managed enterprises and some key subsidiaries of China Minmetals in Hunan Province.
