On June 26, Chen Dexin, Party Group Secretary and Chairman of China Minmetals, went to Qinghai to investigate China Salt Lake. He went into the frontline of mining areas of the Salt Lake and projects to conduct work safety inspection, and visited cadres and employees. Zhu Kebing, President and Deputy Party Group Secretary of China Minmetals, investigated together.

At the central wharf of Chaerhan Salt Lake, Chen Dexin and his delegation followed the route of General Secretary Xi Jinping’ inspection tour on August 22, 2016, during which they studied and understood the spirit of the important speech delivered by General Secretary Xi Jinping during his inspection again, reviewed the admission oath of the CPC, and learned more about the stock, development and circular utilization in Salt Lake.

At the site of the 40,000 ton/year basic lithium salt integration project of QingHai Salt Lake Industry Co.,Ltd., the 20,000 ton/year lithium carbonate project and the metal magnesium integration project of Qinghai Huixin Asset Management Co., Ltd., Chen Dexin investigated the construction schedule of the projects, and learned more about product quality, safety management, technical transformation efficiency, coordination and cooperation, etc. He encouraged all employees to ensure quality and quantity targets of project construction and trial production are met with firm confidence and the pursuit of excellence, make every effort to build demonstration projects with leading economic and technical indicators, and contribute our share to building a modern salt lake industrial system through experience, talent, and achievements gained from major projects.

Chen Dexin emphasized that it is necessary to deeply study and implement the spirit of General Secretary Xi Jinping's important speeches, directives and instructions, and deeply understand the strategic significance of the development of the salt lake industry to ensure national food, energy and resource security. It is essential to accelerate the construction of a world class salt lake enterprise in accordance with important requirements of “excellent products, outstanding brand, leading innovation, and modern governance” proposed by General Secretary Xi Jinping. It is vital to form the mindset that assets are “wealth" rather than "burdens". More efforts should be made to create value through financial management, enhance efficiency through lean management, and improve performance through reform and innovation. Chen emphasized the need to implement the Amoeba Business Model across all workshop teams, so as to achieve breakthroughs in quality and efficiency. It is crucial to control energy and water consumption in the process of project construction, testing, and production, strengthen comprehensive recycling of resources, and lead the development of the industry with high-quality projects. It is crucial to fully leverage the advantages of the integrated industry chain of China Minmetals. Leading enterprises must be further developed, weak links of all types strengthened, and all clusters gathered by implementing chain leader system, so as to promote mutual support and common development among enterprises. It is also crucial to focus on the core links, and make efforts in multiple dimensions such as ideological roots, management systems, and technical means, so as to form a new intrinsically safe pattern of shared governance that treats both the symptoms and the root causes, and build a solid safety foundation for high-quality development. 

During the investigation, Chen Dexin presided over a special meeting to study and discuss the development route of the magnesium metal integration project, and support the scientific and technological innovation and technical research of the magnesium metal project by mobilizing resources group-wide. The meeting called for coordinated efforts to step up the construction of a world-class salt lake industrial base, and formulate the planning set for the 15th Five-Year Plan period. The meeting also called for high emphasis on and continuous efforts in work safety, thus realizing control of major accident hazards. The meeting also urged the need to take solid steps to deeply implement the Eight Rules on improving Party and government conduct, and make concerted efforts to rectify illegal eating and drinking, aiming to ensure quality learning, rigorous inspection, and effective rectification.
