On November 13, Chen Dexin, Party Group Secretary and Chairman of China Minmetals, inspected Guizhou Jinrui New Materials Co., Ltd., the holding subsidiary of Changsha Research Institute of Mining and Metallurgy Co., Ltd., where he deployed on-site efforts to promote the study, publicity and implementation of the guiding principles of the fourth plenary session of the 20th CPC Central Committee, investigated the enterprise's scientific and technological innovation, achievement transformation and work safety, and visited and conveyed regards to front-line cadres and employees. Wang Jiezhi, Deputy Party Group Secretary and Director of China Minmetals, accompanied the inspection.

Chen Dexin visited key areas including the pilot plant, manganese oxide workshop, graphene pilot line, and the 100,000-ton manganese slag harmless treatment project. He inspected the progress of key projects including production processes, technological innovation and the implementation of safety and environmental protection measures, and also gained a detailed understanding of the work and living conditions of front-line employees. He emphasized the need to thoroughly study and implement the guiding principles of the fourth plenary session of the 20th CPC Central Committee, focus on the development blueprint of the 15th Five-Year Plan, continuously deepen scientific and technological innovation, and effectively promote the high-quality development of the manganese industry. It is required to enhance political awareness, serve national strategies, and solidly develop the manganese-based new material industry into a high-end, green and integrated industrial highland. It is necessary to maintain strategic determination, strengthen development confidence, adhere to a work style of "working hard and delivering tangible results," and demonstrate responsibility in the high-quality development of China Minmetals' manganese industrial chain. It is required to focus on innovation-driven development and promote high-level scientific and technological self-reliance and strength, build a full-cycle innovation chain covering laboratory research, pilot-scale development and industrialization; adhere to an open approach to scientific research, establish collaborative innovation platforms with universities and research institutes, promote in-depth integration of industry, academia, research, and application, concentrate on tackling bottleneck technologies, and transform more scientific and technological achievements into new quality productive forces. It is essential to remain focused on the core business of metal mining, strengthen its functional role within China Minmetals' integrated manganese industry layout of "resource exploration, green development, intensive processing and recycling", develop competitive products, key products and general products at different levels, consolidate its market position, enhance the resilience and safety of the industrial chain and supply chain, and demonstrate greater responsibility and make greater contributions to supporting the construction of China Minmetals' modern industrial system.
