According to the unified deployment of the Central government, the sixth team of disciplinary inspectors was recently stationed in China Minmetals Corporation for a special inspection. On the morning of March 2, the mobilization conference for the sixth team of disciplinary inspectors to inspect China Minmetals Corporation was held. Zhou Zhongshu, Secretary of the Leading Party Group and Chairman of China Minmetals, presided over and addressed the conference. Zhao Wenbo, head of the sixth team of disciplinary inspectors, delivered a speech on the special inspection to be conducted. The responsible comrades from the office for the Central Leading Group for Inspection Work laid down requirements for cooperation in inspection work.

Guo Yimin and Chen Qiong, deputy heads of the sixth team of disciplinary inspectors, all of its members, the members of the Leading Party Group, chief economists, and assistants to the General Manager of China Minmetals Corporation, attended the conference. Leaders of the functional departments and business centers of China Minmetals, as well as that of the entities directly under its control were present at the conference.

Zhao Wenbo pointed out that the inspection is an important means of running the Party strictly, as well as a strategic institutional arrangement for inner-Party supervision. Since the Eighteenth National Congress of the Communist Party of China, the Central Committee of the Communist Party of China has attached great importance to inspection, the Standing Committee of the Political Bureau of the Central Committee of the Communist Party of China has been briefed on inspection on many occasions, the Political Bureau of the CPC Central Committee has held conferences to review the special reports on the inspection of 31 provincial-level regions as well as the Xinjiang Production and Construction Corps, and General Secretary Xi Jinping has delivered important speeches, establishing the policy for the inspection work of the Central government and the center of that inspection work must focus on the building of the Party's style and a clean government and struggle against corruption. He said that inspection work must center round “four focuses” in order to discover problems, inspire awe, realize the full coverage of inspection, and coordinate efforts all over the country. The Central Leading Group for Inspection Work has resolutely implemented the deployment by the Central government, constantly deepened innovation, and paid special attention to the implementation of work. In less than two years, the team of disciplinary inspectors has inspected 66 regions and entities across 31 provincial-level regions and the Xinjiang Production and Construction Corps, making significant progress. Practice has proved that inspection is an important platform for the building of the Party's style and a clean government as well as struggle against corruption, a significant focus of the supervision given by higher Party organizations to lower Party organization, as well as an important way of combining inner-Party supervision and supervision by the masses, providing strong support for running the Party strictly in an all-round manner. 

Zhao Wenbo emphasized that it is important to gain a clear understanding of the severe and complicated situation of struggle against corruption and the significance of running the Party strictly in an all-round manner and assume the responsibility of governing the Party. Inspection work requires maintaining political composure, taking firm stands, consolidating achievements, deepening expansion, reducing corruption with the most determined attitude, and preventing corruption from taking place with the most decisive measures, in order to ensure the long-term deterrent effect. The team of disciplinary inspectors will strictly perform their responsibilities for inspection, conduct inspection according to rules, beat both “tigers” and “flies” (bring all corrupt officials to justice, be they big shots or small potatoes), act as the “pioneer” and “outpost” for anti-corruption, and give play to the role of inspection as a sharp sword.

Zhao Wenbo pointed out that according to the deployment and requirements of the Central government, this inspection will cover key state-owned enterprises and financial enterprises administered by the Central government this year. Focusing on the building of the Party's style and a clean government and struggle against corruption, the major task of inspection is to conduct supervision of leadership, its members, and especially its heads through four efforts. The team will focus on inspection of the implementation of the “Two Responsibilities” and the enforcement of political discipline and rules and dig into the rent-seeking and corruption of the leaders of state-owned enterprises in strict accordance with the requirements for running the Party strictly in an all-round manner. Focuses must be placed on key people, key things, and key problems by finding out the outstanding problems reflected by funds management, assets disposal, resources allocation, capital operation, and engineering projects, etc., as well as the violations and power corruption of state-owned enterprises in terms of “decision on major issues, appointment and dismissal of major cadres, decision on major project investment, and use of large sums of money”. Focuses must be placed on goals by demanding reform after finding out problems and looking for causes in terms of systems, mechanisms, supervision, and management so as to improve systems and refine authority and responsibilities so as to provide references for deepening reform in an all-round manner.

The responsible comrades from the office for the Central Leading Group for Inspection Work emphasized that conducting classified inspections is another step taken by the Central government to reinforce and improve inspection work and innovate the way of inspection, and that it is an objective requirement for struggle against corruption, a necessary requirement for promoting the full coverage of inspection, as well as a realistic requirement for state-owned enterprises to strengthen the building of the Party's style and a clean government and struggle against corruption. Implementing primary responsibility is fundamental to running the Party. The leading Party groups (committees) of state-owned enterprises must earnestly implement primary responsibility and constantly strengthen Party building, push forward the building of the Party's style and a clean government and the struggle against corruption, and unswervingly make state-owned enterprises bigger and stronger while deepening reform. It is the common political responsibility of the Leading Party Group of China Minmetals and the team of disciplinary inspectors to conduct this inspection, which calls for full trust, support, and cooperation. The leading cadres at various levels are required to increase their awareness of the Party, adhere to the principle of Party spirit, consciously accept supervision, and truthfully report problems in order to ensure that the inspection work is conducted smoothly. 

Zhou Zhongshu stressed that this inspection of China Minmetals fully reflects the high importance attached by the Central government to China Minmetals and its care for the cadres of China Minmetals at various levels, and that it is not only a great event but also a good thing. This inspection will help China Minmetals to strengthen the building of the Party's style and a clean government as well as the building of leadership and cadres, will help all the Party members to improve Party spirit and work style, will help the enterprises to find out deficiencies, correct problems, formulate measures, and push forward their work, and will contribute to create a sound environment for development and promote the sustained and sound development of the enterprises.

Zhou Zhongshu said that anyone in China Minmetals, especially leading cadres at various levels, should attach great importance to this inspection, become politically minded, take the overall interest into consideration, obey discipline, integrate their ideas into the decision making and deployment of the Central government, take action in accordance with the requirements of the team of disciplinary inspectors. They must firmly support the decisions made by the Central government and obey its arrangement, enhance their consciousness of politics, consciousness of problems, and sense of responsibility, and regard acceptance of the inspection as a major political task. They must bravely face, fully reveal, and resolutely correct problems, shoulder the primary responsibility for building an honest and clean government, and make concerted efforts to complete the inspection task assigned by the Central government.

It is said that the team of disciplinary inspectors will work in China Minmetals for two months. During the inspection (from March 2 to April 30), a special on-duty telephone (010-88375350) and a special post office box (Beijing 100037-38) will be set up. The team will answer the telephone from 8:00 a.m. to 20:00 p.m. According to the requirements imposed by the Central government and the responsibilities for the inspection work, the team of disciplinary inspectors will primarily deal with the letters, calls, and visits that reflect the problems with the members of the leadership and the inferior leadership and the leading cadres in important positions of China Minmetals, and focus on the reporting and reflection concerning the building of the Party's style and a clean government, work style building, the enforcement of political discipline, and the selection and appointment of cadres. Other letters and visits not subject to this inspection will be dealt with by the inspected entities and relevant authorities.
