Feedback on Special Inspection from the Sixth Team of Disciplinary Inspectors

According to the unified deployment of the Central government, the sixth team of disciplinary inspectors provided Minmetals with its feedback on special inspection. On June 17, Zhao Wenbo, head of the sixth team of disciplinary inspectors, Guo Yimin, deputy head of the Team, and Chen Qiong conveyed the spirit of the important speeches delivered by General Secretary Xi Jinping to Chairman of the Board and Party Secretary of China Minmetals Corporation, and gave feedback on the special inspection conducted. On the morning of June 19, on behalf of the Team, Zhao Wenbo provided the leadership of Minmetals with feedback. He Wenbo presided over the meeting and delivered a speech.

According to the unified deployment of the Central government, the sixth team of disciplinary inspectors was stationed in China Minmetals Corporation for a special inspection from March 2 to April 30, 2015. The Team carefully implemented the spirit of the important instructions upon inspection given by General Secretary Xi Jinping, focused on the building of an honest government and anti-corruption, and performed the main task of problem identification and creation of the deterrent force. Through extensive personal interviews, handling of public complaints, access to relevant information, and in-depth surveys, the Team successfully accomplished the inspection task. The Team was briefed on special inspection and reported the inspection results to the Standing Committee of the Political Bureau of the CPC Central Committee.

Zhao Wenbo pointed out that since the 18th CPC National Congress, the leading Party group of Minmetals had conscientiously implemented the instructions given by General Secretary Xi Jinping in a series of important speeches, and spared no efforts to build a clean and honest government in support of enterprise reform and development, transformation and upgrading, and the building of an integrated enterprise group with strong competitive edges. Therefore, the overall performance of the cadres and employees has been high. Nevertheless, some problems have been identified with cadres and employees during inspection, for instance, while focusing on business development, they have not attached enough importance to party building. No responsibility for supervising the conduct of the Party and enforcing strict discipline has been effectively fulfilled. We have not been very resolute in investigating and dealing with corruption, and did not rigorously deal with acts in violation of laws and discipline; a poor sense of discipline and compliance, undesirable work styles such as formalism, bureaucracy, hedonism, and extravagance, golfing and subsidies for holidays in breach of laws and regulations; no organizational and personnel discipline was strictly enforced, personnel selection and appointment were not strictly controlled, resulting in favoritism, promotion of cadres with corruption acts and sectarianism; in the transformation from traditional foreign trade enterprises to integrated investment enterprises, tunneling and risks of corruption were serious. Some leaders sought business benefits for their spouses and relatives. They colluded with private bosses, offered improper benefits, indulged in fraudulent activities, injured the public interest to benefit their own interest, and committed dereliction or neglect of duty. Meanwhile, the Team also received some complaints against some leaders, which had been referred to the Central Commission for Discipline Inspection, the Organization Department of the Central Committee, SASAC and other authorities for handling.

On behalf of the Team, Zhao Wenbo put forward four opinions and suggestions. First, to earnestly strengthen party building in the enterprise and fully supervise the conduct of the Party and enforce strict discipline. The responsibility of building a clean and honest government should be fulfilled, which should be supervised. Discipline inspection and supervision should be strengthened, discipline and accountability should be strictly enforced, and intensified efforts should be made to investigate and deal with acts in violation of laws and discipline. Second, to strictly enforce political discipline and political rules, take the lead in implementing the “eight-point regulation”, and resolutely correct discipline violations. Business operations with integrity should be conducted, and relatives, friends and colleagues should be supervised and controlled. Corporate governance should be strictly conducted to establish a good atmosphere, create an excellent corporate culture, and promote the sustainable and sound development of the enterprise. Third, to deepen reform, strengthen management, strictly follow the rule regarding “decision on major issues, appointment and dismissal of major cadres, decision on major project investment, and use of large sums of money”, improve the internal control mechanism, and strict enforce accountability. Scientific demonstration and effective regulation over projects in cooperation with private enterprises should be conducted to prevent the offer of improper benefits. Fourth, to strictly enforce organizational and personnel discipline, and rigorously follow relevant rules and regulations on cadre work. A market-oriented personnel selection and appointment mechanism compatible with the modern enterprise should be established and improved, supervision over capital-intensive, resource-rich departments and positions with concentrated power should be exercised, and a rotation swap system should be adopted for leaders in crucial positions, such as positions of human, financial and material management.

Zhao Wenbo stressed that Minmetals should, as requested by the Central Government, supervise its own conduct and enforce strict discipline, attach great importance to the feedback, and carefully study and analyze the problems and handle them by category. The main persons in charge shall be primarily responsible for the work. They shall work in detail and manage the teams. Minmetals shall make public the corrections in an appropriate form and accept supervision from the cadres and the masses. The Team will carry out supervision and inspection from time to time.

On behalf of the leading Party group of Minmetals, He Wenbo extended his sincere gratitude to all the comrades of the Team and the Central Leading Group for Inspection Work. He pointed out that this special inspection is a thorough “inspection” of Minmetals, and a profound political temper of all cadres. The problems identified by the Team are right on target; the analysis provided by the Team was realistic, fair and objective, and thought-provoking; the recommendations made by the Team are based on the current situation and from a long-term perspective, highly relevant and instructive. Minmetals fully agrees with and sincerely accepts the feedback and will correct the problems as soon as possible. It will make arrangements as soon as possible and correct all problems.

He Wenbo pointed out that Minmetals will thoroughly study and implement the spirit of the important speeches on inspection delivered by General Secretary Xi Jinping, seriously treat the feedback, profoundly recognize the seriousness and danger of the problems, make good use of the results of inspection, and make corrections through careful arrangements, in a realistic and pragmatic style, and in a down-to-earth manner. First, Minmetals must deeply understand the significance of “strengthening Party discipline”, and effectively and consciously correct the problems. Since the 18th CPC National Congress, the Party Central Committee with Xi Jinping as General Secretary has made a series of important deployment for supervising the conduct of the Party and fully enforcing strict discipline. China Minmetals shall firmly grasp the political direction, more consciously and firmly integrate the thinking and action as required by the Central Government, and ensure a resolute attitude, decisive measures and effective ways for corrections. Second, problem corrections shall be made as a major political task, and problems shall be effectively corrected through strict work measures. With effective arrangements, the leading Party group shall fulfill its responsibilities, and make corrections with a high sense of mission. The persons in charge shall be primarily responsible for the work, complete the corrections in accordance with the first-class standard, and achieve solid high-quality results. It shall establish well-considered plans, analyze problems on a comprehensive and case-by-case basis, and propose rigorous, orderly and practical rectification programs. It shall effectively implement the work, establish rectification accounting, establish the roadmap and timetable, and promote the implementation of the programs. Effective supervision shall be conducted, rectification results shall be made public, and extensive supervision from the cadres and the masses accepted. Third, it shall focus on “four principal points”, and ensure effective rectification through promoting the building of a clean and honest government and fighting against corruption. The current round of special inspection is carried out by focusing on “four principal points”. In the next period, Minmetals will focus on these “four principal points” to establish a long-term mechanism to ensure sustainable rectification and sustainable progress. It shall fully supervise the conduct of the Party and enforce strict discipline. The responsibility of building a clean and honest government should be fulfilled, which should be supervised. Political discipline and political rules shall be always put first, the “eight-point regulation” shall be implemented, constant efforts should be made in style building, and formalism, bureaucracy, hedonism, and extravagance shall be eliminated. Organizational and personnel discipline shall be enforced and personnel selection and appointment shall be strictly controlled. Business operations with integrity should be conducted, and corruption and law and discipline violations shall be severely investigated and dealt with, so as to push the building of a clean and honest government to a higher level. Fourth, it shall boost morale, and ensure effective rectification through keeping creating new prospects of reform and development of Minmetals. As Minmetals is a key state-owned enterprise under the leadership of the Party, it is the sacred mission entrusted by the Party, the country and the people to run the enterprise. Through rectification, promoting righteousness, and strict corporate governance, we should bring production and management to a higher level. Through special education featuring “Three Strict Manners and Three Earnest Manner” (being strict in self-development, being strict in the exercise of power, being strict in self-discipline, being earnest in making plans, being earnest in opening up new undertakings and being earnest in upholding personal integrity), it should strengthen team building, effectively give full play to the key political role of the Party organization of the enterprise, and promote the sustained and sound development of Minmetals.

He Wenbo stressed that China Minmetals Corporation should take the new opportunity of the inspection and rectification to establish a good atmosphere and an excellent corporate culture, build a responsible enterprise with business integrity, and spare no efforts to become a “world-class” metal and mining enterprise group.

Personnel in charge of the Central Leading Group for Inspection Work Office and relevant members of the Group attended the feedback meeting. Main persons in charge of departments and subordinate units in Beijing, and relevant personnel from the Discipline Inspection Group, Bureau of Supervision, Ministry of Human Resources and other relevant departments sat in on the meeting.
