Affected by this year’s strong El Nino, Wuhan in Hubei Province has continuously suffered from several turns of extraordinarily torrential rainstorms since the start of July, which have placed unprecedented pressure on the City's flood prevention and disaster resistance measures. As a responsible SOE, upon the occurrence of the heavy rainfall, the MCC Group instantly deployed flood prevention and disaster resistance workers, gave full play to the simple yet profound MCC spirit of 'Never delaying and never slacking', and fought against the attack brought by the intense rainfall and flooding alongside the local army and residents.

In the afternoon of July 4th, Daokou Lake by the side of Yanjiang Road in Qingshan District, Wuhan, showed leakages in 6 places. Two hundred soldiers and officials from the Hubei Reserve High-artillery Division, 120 militia troops from the Qingshan People's Armed Forces Department and other forces converged at the site to participate in blocking the leakages, and worked overnight. At around 1:00 a.m. on July 5th, CFMCC received commands from the Flood Control Headquarters of Qingshan District that more personnel were needed at the site to engage in rescue operations. CFMCC immediately organized 300 personnel to go there. At noon on July 5th, they preliminarily finished building a cofferdam and the dangerous situation was generally brought under control. Early in the morning of July 6th, the dangerous situation at Daokou Lake occurred again. After receiving further commands from the Flood Control Headquarters, CFMCC sent 200 more personnel to join in the rescue operations, and they arrived at the site at 8:15 a.m. on July 6th. In the morning of July 6th, in spite of the heavy rain, Premier Li Keqiang arrived in Wuhan and rushed to the site of the leakages on the embankment of Daokou Lake, the main dike of the Yangtze River in Qingshan District, to command the rescue operations. At the site, Premier Li Keqiang warmly shook hands with MCC staff working on the front line. He gave his high affirmation to MCC for its participation in the rescue and also asked the MCC staff to ensure safety while carrying out rescue work.

In one of the areas of Wuhan which suffered most from the flood disaster, Guanggu Avenue in the Financial Harbor of the East Lake High-Tech Development Zone, WISDRI rapidly formed an anti-flood team. On one side, they guided the traffic flow and checked and dredged the gutter inlets. On the other, they sent 4 ferrying trucks to transport the citizens. Moreover, WISDRI also arranged the administrative staff of the Project Department to take turns on duty every 24 hours. At the project site, a young commando was quickly set up. By the morning of July 5th, some employees had been on duty for over 48 hours. Together, they assisted more than 100 cars stuck in water and transported over 8,000 people in the trucks, saving economic losses of about RMB 2 million and ensuring the smooth flow of traffic in the sections and the safe evacuation of the people. These deeds of WISDRI reflected positive social energy and gained attention and praise from several provincial and city-level media including Yangzi River Daily, the official micro-blogs of the Wuhan Traffic Police and the Communist Youth League, etc.

In the Yangluo Economic Development Zone of Xinzhou District, MCC20 urgently mobilized and organized all the constructors of its Project Department to join in the anti-flood action. On July 4th, a rescue motorcade formed by enterprises in the Zone including MCC20 and the MCC Combo delivered 4,800 bottles of drinking water, 1,200 bowls of instant noodles and other donated materials to victims in the area which was suffering most, Fenghuang Town in Xinzhou District. The deeds of MCC20 showed that they are willing to take responsibility and make sacrifices, which gained praise from the Government and residents of Xinzhou District, formed a good MCC image in Hubei, and displayed MCC’s elegant style as an SOE.

At present, as the rainfall is still heavy, the rescue operation is ongoing. According to the forecast of the Meteorological Department, Wuhan will continue to experience heavy rainfall in the coming days. MCC will keep an eye on the dangerous regional situation, and will not let the State and the people down at the very moment when national interests and the safety of the citizens are suffering serious impairment. MCC will hold fast to the front line of the flood prevention work and make its due contribution as an SOE to the flood control and disaster resistance operations.
