Learning Meeting of Centre Group of Minmetals Party Group

On the morning of August 16, China Minmetals Corporation held an enlarged meeting for the Centre Group of Minmetals Party Group to study the “Communist Party of China Accountability Regulations” (hereinafter “Accountability Regulations”). Chairman and Party Secretary He Wenbo presided over the meeting and Party members at home attended the meeting.

At the meeting, the Party Building Division interpreted the “Accountability Regulations”, and introduced in detail the content of the “Accountability Regulations”. It interpreted the Accountability Regulations clause by clause according to the “Interpreting Loyalty to the Party and the People with Responsible Actions”, an article signed by Wang Qishan, Member of Politburo Standing Committee and Secretary of the Central Commission for Discipline Inspection of the Communist Party of China, a series of articles on “People's Daily”, and documents on the website of the CPC Central Commission for Discipline Inspection.

It is agreed that Minmetals attaches high importance to the study of party regulations and discipline, demonstrating its consistence with the Party Central Committee in political ideology and action. As the top-down design of political building of the Party, the “Accountability Regulations” is an important system for comprehensively strengthening Party discipline and an important “weapon” for strengthening inner-party supervision and promoting scientific fulfillment of duties. It specifies those to be held accountable, the circumstances of accountability and methods of accountability, makes inner-party accountability more specific, systematic, legal-based, and enforceable. Accountability is not an end in itself, but a means to measure the performance and to inspire leaders to enhance their belief and become responsible, loyal, clean and programmatic. Next, efforts should be made to strengthen the building of the accountability system, define responsibilities at all levels, and help party members and leading cadres become aware of their responsibilities.

Some functional department leaders of Minmetals talked about their learning experience. They believed that the “Accountability Regulations” imposes a high standard of responsibilities. With the introduction of the “Accountability Regulations”, whoever fails to fulfill or improperly fulfills his or her duties will be holds accountable; in the process of state-owned enterprise reform, all departments should grant authority to the extent that such authority will impose responsibilities, bearing in mind that power imposes responsibilities; as implementation is essential to regulations, learning means nothing without accountability; lifelong accountability plays an important role in supervising the fulfillment of duties of leaders and helps avoid psychology of luck; to maintain the progressiveness of the CPC, all Party members must keep the Party’s original aims in mind when marching forward to the future, act as a person who is responsible, clean and loyal to the Party, and ensure that our work will play an important role in the reform of Minmetals.

At the meeting, Comrade He Wenbo pointed out that since the 18th National Congress of China Communist Party Press Conference, the CPC Central Committee has advocated that the Party supervises its own conduct and enforces strict discipline, incorporated strict discipline enforcement into the “Four Comprehensives” strategic blueprint (to comprehensively build a moderately prosperous society, comprehensively deepen reform, comprehensively implement the rule of law and comprehensively strengthen Party discipline), creating a new situation in Party building. The “Accountability Regulations” is the first basic regulations to regulate accountability, which has drawn on good experience in self-discipline guidelines. Highly condensed and simple and easy to enforce, it separates discipline and law. Using Party language and special Party rules, it reflects the theories and practices in party governance since the 18th National Congress of China Communist Party Press Conference. First, it raises the awareness of “power imposes responsibility, and responsibility is accountability”, arousing a sense of responsibility, inspiring the spirit of responsibility, and maintaining the Party's cohesion and combat effectiveness. Second, it requires a “problem-oriented” approach and sends a strong signal of strict accountability. It imposes an accountability system where Party leadership should be maintained, Party building should be strengthened, Party discipline should be strictly enforced, the Party's work style should be improved, and a clean government should be built. Third, it requires strict accountability enforcement in accordance with regulations, and demands the implementation of responsibilities level by level, thus ensuring the centralized and unified leadership of the CPC Central Committee, smooth implementation of government ordinances and Party solidarity and unity.

Comrade He Wenbo stressed the need to conscientiously implement the relevant requirements, conscientiously study the text of the “Accountability Regulations”, study it according to the “Interpreting Loyalty to the Party and the People with Responsible Actions”, an article published on the “People’s Daily” by Wang Qishan, Member of Politburo Standing Committee and Secretary of the Central Commission for Discipline Inspection of the Communist Party of China, and to understand it profoundly according to relevant authoritative references. Through the study, all members should deeply understand the intention of the CPC Central Committee, firmly establish political awareness, become more aware of the need to uphold political integrity, keep in mind the bigger picture, follow the CPC as the core of the Chinese leadership, act consistently with CPC Central Committee policy, consciously maintain a high degree of unity with the Party Central Committee with Comrade Xi Jinping as General Secretary, ensure effective study, publicity and implementation of the “Accountability Regulations”, take the responsibility of Party discipline enforcement and Party governance, and earnestly give play to the role of the Party organizations in promoting the transformation of Minmetals.

Comrade He Wenbo put forward a two-point proposal: first, Minmetals should strengthen the building of the accountability system. To this end, all departments should propose constructive suggestions by analyzing their existing accountability system and work hard to address their insufficient accountability and unclear accountability; second, as an accountability action is better than numerous mobilization, they should not only state their determination, but also should take action, publish typical cases and accountability results of typical units, increase their accountability awareness and address insufficient problem correction.
