The Sixth Plenary Session of the 18th CPC Central Committee was held in Beijing from October 24 to 27, and Party Secretary and Chairman He Wenbo attended the meeting. Comrade He Wenbo stressed that the plenary session officially put forward the concept of the “CPC Central Committee with Comrade Xi Jinping as the core”. It was agreed through discussions at the meeting that the great achievements in the development of the Party and the country since the 18th CPC Central Committee fully demonstrated that General Secretary Xi Jinping has the great vision and leadership style to master the overall situation, coordinate the reform, development and stability, deal with domestic and foreign affairs and national defense, and to rule the Party, the country and the army, has the political character, political wisdom and theoretical courage as a Marxist politician, and is an outstanding leader of our Party, our country and our army. It is a blessing of the people and the fortune of the country to establish General Secretary Xi Jinping as the core of the Party, which is also the fundamental guarantee for winning the great victory of the cause of socialism with Chinese characteristics.

Comrade He Wenbo pointed out that the report of General Secretary Xi Jinping has, from the perspective of the overall situation and at a strategic level, comprehensively reviewed and summed up the main work of the Political Bureau of the CPC Central Committee over the past year, objectively analyzed the existing challenges and shortcomings, and clearly pointed out what should be done in the future. It is, therefore, a realistic, thoughtful and inspiring good report. Since the Fifth Plenary Session of the 18th CPC Central Committee, the CPC Central Committee with Comrade Xi Jinping as the General Secretary has been implementing the guidelines of the Third, Fourth, the Fifth Plenary Sessions of the 18th CPC Central Committee. Guided by Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, the important thought of Three Represents and the Scientific Outlook on Development, it has coordinated the overall domestic and international situations, implemented the overall plan for promoting economic, political, cultural, social, and ecological progress, promoted the "Four Comprehensive" Strategic Layout in a coordinated manner, adhered to the general work guideline of making progress while maintaining stability, adhered to the reform and opening up, followed the new concept of development, and promoted all the work of the Party and the country relying on the whole Party, the whole army and people throughout the country. Comrade He Wenbo stressed that since the Third Plenary Session of the 18th CPC Central Committee, each plenary session has focused on a “comprehensive issue”. The Sixth Plenary Session of the 18th CPC Central Committee focused on “comprehensive efforts to enforce Party discipline”. The “Four Comprehensive” Strategic Layout has not been casually mentioned. Instead of being a slogan or a decoration, it is a focused and practical strategy containing a series of initiatives. In terms of the comprehensive deepening of reform, the CPC Central Committee has always give top priority to state-owned enterprise reform to an unprecedented degree, fully demonstrating that the CPC Central Committee attaches great importance to state-owned enterprises and considers them as the Party’s ruling basis. In terms of maintaining stable and sound economic development, each policy is firm, fully supported by a series of supporting measures.

At the meeting, Comrade He Wenbo conveyed and interpreted the core contents of the “Norms of Political Life within the Party under the New Situation” (hereinafter referred to as the “Norms”) and the “Regulations on Internal Supervision of the Communist Party of China (CPC)” (hereinafter referred to as the “Regulations”). He pointed out that this session had specifically studied the issue of strict enforcement of Party discipline and formulated the Norms and amended the Regulations, fully demonstrating the unwavering determination and historical commitment of the CPC Central Committee to resolutely and strictly enforce Party discipline as well as the common aspiration of the whole Party. Therefore, it is of great guiding significance to solving outstanding contradictions and problems within the Party and ensuring that the Party always remains the strong leadership core of the cause of socialism with Chinese characteristics. The interpretation of Comrade Xi Jinping about the Norms and the Regulations is concise and profound, and strategically insightful, providing important guidance for the profound and accurate understanding of the guidelines.
