On June 22, Mr. Guo Wenqing, China Minmetals’ President and Party Group Deputy Secretary and MCC Chairman and Party Committee Secretary, met with Mr. Zhou Nong, Party Secretary and People’s Congress Standing Committee Director of Hengyang City. The two exchanged opinions on the construction of the Shuikoushan copper, lead and zinc base. Li Fuli, Vice President and Party Group member of China Minmetals also attended the meeting.
Guo Wenqing extended welcome to the visiting delegation and thanked Hengyang municipal government and municipal Party committee for their long-term support for China Minmetals, China Minmetals Nonferrous Metals, and the Shuikoushan Company. Guo said that after the strategic recombination with MCC last year, China Minmetals aimed at building itself into a leading metal mining group in China and a first-class one in the world. It was also named as a pilot company by the State-owned Assets Supervision and Administration Commission for state-owned capital investment in the metal mining industry. To achieve its new goals and missions, China Minmetals must strengthen its main business of metal mining and further build its position and influence in the industry. Hunan, especially Shuikoushan, is a major area for China Minmetals’ nonferrous metal business. Besides the time-honored Shuikoushan mine which had a history of over 120 years, the Zhuzhou metallurgical company is also an old and renowned company in the industry, producing the world-famous zinc ingots under the Huoju brand. These two companies both enjoy sound basis for further development and a large number of industrial workers. In order to strive for better development, China Minmetals has decided to establish a copper, lead and zinc base in Shuikoushan and this decision has been strongly supported by the government and CPC committee of Hengyang. The Shuikoushan Company, therefore, is expected to play a more conspicuous role in China Minmetals.
Guo also said that China Minmetals was highly determined to build the Shuikoushan base, and hoped Hengyang municipal government and CPC committee could help with the communication and coordination with relevant authorities of Hunan Province so as to speed up the environmental impact assessment and other formalities and make sure that the construction can be launched as scheduled. Meanwhile, China Minmetals will follow strictly the instructions given by the Hunan provincial government and CPC committee to move faster forward with the project and do a good job in promoting this one-of-the-kind large project in the Chinese metal mining industry. According to Guo, China Minmetals has always attached great importance to the cooperation with Hengyang and Hunan Province on the whole and as invited, it will participate in the conference for capacity cooperation along the Belt and Road to be held in Beijing so as to contribute more to the local economic and social development.
Zhou Nong thanked Guo for his warm welcome and said that Hengyang was working conscientiously to fulfill the requirements of Hunan Province concerning the capacity cooperation between Hunan-based enterprises and central SOEs, actively seeking relevant opportunities. Since this year, while maintaining social stability and sound environmental protection, Hengyang has made more efforts to promote development by pushing forward major projects with concrete steps. China Minmetals has always been a major partner of the city. Moreover, after the recombination, the company has become larger and stronger, bringing even better prospect for the future cooperation between the two sides. The Shuikoushan copper, lead and zinc base is a major decision made by China Minmetals after the recombination and it will not only promote technological upgrading and capacity building, but also bring benefits to the environment. Hengyang will go all out to support the project, strengthening communication and coordination with the provincial authorities to speed up reviews and approvals so that the construction can be launched as early as possible and project progress can be up to the schedule.
At the meeting, the two sides agreed to set up a working group and signed a framework agreement for it so as to move faster forward with the Shuikoushan project. In addition, the two sides also discussed the building of a captive power plant and other topics.
Also present at the meeting were officials from Hengyang and Changning cities, including Dung Zhigang, Liao Jian, Liu Zhengxing, Huang Jianjun, Wu Lesheng, Bai Runmin, and Zhangbin; as well as relevant staff members from China Minmetals headquarters and China Minmetals Nonferrous Metals such as Xue Fei, Huang Guoping, Zhao Zhishun, Huang Zhongmin, Jiang Shixiong, Wu Shizhong, and Liu Lihuang.
