On August 15, Mr. Guo Wenqing, China Minmetals’ President and Party Group Deputy Secretary and MCC Chairman and Party Committee Secretary, held a meeting with a Fuzhou delegation headed by Mayor and Deputy Party Secretary You Mengjun in Beijing. The two sides exchanged ideas about and reached consensus on how to strengthen cooperation in the construction of municipal works, rail transport, underground pipeline gallery, the development of specialty towns and high-end real estate projects, and the establishment of a headquarters base and a nonferrous metal trade center in Fuzhou.
Guo welcomed the guests and introduced some basic facts about China Minmetals after its business integration with the MCC, both among the world’s top 500 companies: China Minmetals now boasts total assets worth of 1.6 trillion yuan, employs a workforce of 240,000, and has formed a complete industrial chain ranging from mine acquisition to prospecting, design, construction, mining, ore dressing, smelting, logistics and trade. A state-owned capital investment company approved by the State Council, it’s been committed to growing into a world-class metal mining group and safeguarding the security of China’s metallic mineral resources. With their tremendous asset value and complementary advantages, China Minmetals and the MCC, while highlighting their respective principal business, have tried to strengthen their resistance against risks by establishing an internal market worth 100 billion yuan, and strived to meet the 2020 goal and realize sustainable robust corporate development. The MCC is an active national team in the metallurgical industry, a backbone force in infrastructure construction and a pacesetter in emerging industries. It has long pursued high-tech driven development. In the metallurgical industry, the MCC has undertaken more than 90% of iron and steel projects in China and more than 60% of them worldwide; as to infrastructure construction, we apply technologies in the iron & steel and metallurgy sector to civil infrastructure construction and witness rapid progress in the construction of expressways, airports, real estate and municipal works; in emerging industries, the MCC extends its technological edge in water, electricity and gas supply in the metallurgical industry to emerging industries, and has launched successful projects in the construction of beautiful countryside, smart cities, sponge cities and underground pipe gallery. In particular it leads central SOEs in terms of comprehensive performance, single-project mileage, market share and technical content of underground pipe gallery; it also leads the formulation of national standards in this regard. In 2009, the MCC built a 33km underground pipe gallery in Hengqin, Zhuhai city, the first regional comprehensive pipe gallery system in China, setting a benchmark for the construction of future comprehensive pipe galleries in the country.
On May 20, 2017, the MCC hosted a conference in Hengshui, Hebei province to promote the latest technology for building comprehensive steel pipe galleries in urban China and released its proprietary technology of making fabricated corrugated steel pipe gallery, the first of its kind in China. This was a revolutionary event in the application of new technologies, processes and materials. The technology helps reduce excessive capacity of ordinary steel materials, increase the use of steel structures in buildings and improve the level of urban construction. Besides, other emerging sectors such as sewage treatment and waste incineration are also the strengths of the MCC which is capable of treating nearly five million tons of sewage per day and has designed 60% of China’s waste-to-energy projects.
Guo continued by saying that, “China Minmetals and the MCC have cooperated with Fuzhou for several times. We signed the strategic cooperation agreement in 2015 and have launched extensive business in Fuzhou since then, but more efforts are required to push these projects ahead. In the next step, we shall make up our weaknesses and continue to deepen cooperation. We shall consider flexible commercial cooperation to strengthen cooperation in the construction of expressways and rail transport as well as specialty towns and high-end real estate projects. Meanwhile, we shall consolidate our development basis in Fuzhou and realize win-win development. Fuzhou is advantageously located with rich mineral and maritime resources. We want to build a headquarters base and a nonferrous metal trade center in Fuzhou, jointly set up a comprehensive pipe gallery company with the city, and facilitate local development of finance, trade and nonferrous metals for win-win benefits. Moreover, we shall seize every minute, specify contact persons for every project, and actively advance the above projects to ensure their success and contribute to Fujian’s social and economic development.”
Mayor You thanked China Minmetals and the MCC for their long-term support for Fuzhou on behalf of Wang Ning, Secretary of Fuzhou Municipal CPC Committee. He pointed out that, “The 2015 deal we signed with the MCC was comprehensive and forward looking. Though its implementation has been hindered by the demolition issue, we have confidence in deepening our cooperation and consolidating our cooperation basis. As a strategic city along the 21st Century Maritime Silk Road, Fuzhou is advancing development in the eastern and southern directions and along the river and the coastline. The construction of the Binhai New Area and other infrastructure projects will bring golden opportunities and we hope that China Minmetals and the MCC will help make Fuzhou a better place.” He added that his government would answer to the call by President Xi Jinping to realize win-win development by concentrating on the following three aspects. First, accelerating the progress of existing projects. The city government of Fuzhou will complete land expropriation as soon as possible, advance the progress of the Outlets and the Minhou High-Tech Industrial Park projects and clear obstacles for development. Second, fulfilling the vision proposed by Guo Wenqing. The city will give China Minmetals and the MCC its prime locations and most preferential policies for the construction of the headquarters building, nonferrous metals trade center and research institute. Third, giving China Minmetals and the MCC an active role in Fuzhou’s urban construction and development. He hoped that both sides would strengthen cooperation and coordination in the construction and development of rail transport, municipal works, comprehensive underground pipe gallery, real estate projects, specialty towns and major complexes, etc., translate the 2015 deal into actions, and give it a role it deserves. He stressed that today’s meeting marked a new starting point and opened a new page for cooperation between Fuzhou and China Minmetals as well as the MCC, and he looked forward to the fruits of their cooperation projects.
The two were accompanied by Lin Xiaoying, Zhang Qingquan, Liu Guanghui and Luo Xiaohui on Fuzhou’s side; and Zhang Zhaoxiang, Zhang Mengxing, Ren Zhufeng, Wang Shilei, Liu Qingchun, Liu Fuming, Zeng Jianzhong, Zhu Yonggui, Geng Yansheng and Zhou Xuemin from China Minmetals and the MCC.
