On March 1, a meeting on deepening cooperation between Liaoning Province and central state-owned enterprises (SOEs) was held in Beijing. Hao Peng, Secretary of the CPC Liaoning Provincial Committee and Chairman of the Standing Committee of the Liaoning Provincial People's Congress, and Zhang Yuzhuo, Party Committee Secretary and Director of the State-owned Assets Supervision and Administration Commission (SASAC) of the State Council, attended the meeting and delivered speeches. Li Lecheng, Deputy Secretary of the CPC Liaoning Provincial Committee, and Governor of Liaoning introduced relevant work. Guo Wenqing, President and Deputy Party Group Secretary of China Minmetals, attended the meeting.

Hao Peng, on behalf of the CPC Liaoning Provincial Committee and Liaoning Provincial People's Government, expressed sincere gratitude to SASAC and central SOEs for their support for Liaoning's revitalization and development over the years. He pointed out that at present, Liaoning's major tasks were to thoroughly implement General Secretary Xi Jinping's important instructions, comprehensively practice the decisions and plans of the 20th National Congress of the CPC, and achieve new breakthroughs in the full revitalization of Liaoning. Therefore, Liaoning will implement a three-year action plan and practice Chinese path to modernization for promoting new breakthroughs in the full revitalization of Liaoning. Hao hoped that based on serving national strategies, central SOEs could shoulder their responsibilities, and participate in and support Liaoning's revitalization and development to a greater extent under market-oriented conditions.

Zhang Yuzhuo, on behalf of the Party Committee of SASAC, expressed heartfelt gratitude to the CPC Liaoning Provincial Committee and Liaoning Provincial People's Government for their long-term care and support for central SOEs. He stated that SASAC would thoroughly study and implement the important instructions of General Secretary Xi Jinping, focus on accelerating the efforts to foster a new development pattern, and further encourage and support central SOEs to cooperate with Liaoning in all aspects, so as to help Liaoning achieve new breakthroughs in its decisive battle for full revitalization. He hoped that central SOEs could bear in mind "the country's most fundamental interests", deepen strategic cooperation with Liaoning with more powerful and pragmatic measures, find a common ground for cooperation, and fully leverage the advantages of capital, technology, management, talent, market, and industrial supply chains of central SOEs. He also added that central SOEs should demonstrate greater sense of responsibility in the three-year action plan for achieving new breakthroughs in the full revitalization of Liaoning, allowing reform and development achievements to benefit the people of Liaoning more and better.

Li Lecheng stated that he would continue to fully support the development of central SOEs in Liaoning, provide dedicated and attentive services, and vigorously promote the construction of a government based on the rule of law, integrity, and digitalization. He added that he would create a high-quality and efficient administrative environment, a credit environment based on trustworthiness, a favorable financial ecological environment, and a fair, just legal environment, and work to achieve mutual development between central SOEs and the local government.

The theme of the meeting was "Integrating Central SOEs' and Local Government's Resources for Development and Revitalization". At the meeting, the Liaoning Provincial People's Government, municipal governments under its umbrella, and the Shenyang-Fushun Reform and Innovation Demonstration Zone signed cooperation agreements with relevant central SOEs.

Participants also included officials from SASAC and Liaoning Province, and leaders from some central SOEs.
