On April 17, Zhang Guoqing, member of the Political Bureau of the Central Committee of the Communist Party of China and Vice Premier of the State Council, attended 2023 Business Performance Responsibility Statement Signing Meeting of Central State-Owned Enterprises and delivered a speech. Weng Zuliang, Party Group Secretary and Chairman of China Minmetals attended the meeting and signed the Performance Responsibility Statement on behalf of China Minmetals. Guo Wenqing, General Manager and Deputy Party Group Secretary of China Minmetals, also attended the meeting.

Zhang Guoqing emphasized that central State-Owned Enterprises (SOEs) should fully grasp and implement General Secretary Xi Jinping’s important speeches and instructions on the reform and development of state-owned enterprises and party building, and act in line with the plan of the CPC Central Committee and the State Council. He also asked central SOEs to firmly build up the strength, quality and size, steadily enhance the core competitiveness and functions, and proactively serve the national strategy to play a greater role in building a modern industrial system, fostering a new development paradigm, and strengthening high-quality development, to make greater contribution to building the country a stronger nation and achieving national rejuvenation.

Zhang Guoqing pointed out that, first, central SOEs had new missions and responsibilities in the new journey. Therefore, they should follow the fundamental guidance of the important speeches and instructions made by General Secretary Xi Jinping, and advance China’s reform and development along the right track.

Second, central SOEs should improve the assessment and evaluation system to realize the high-level scientific and technological self-reliance; highlight the strategic guidance, strengthen the guidance of internal and long-term values, and improve the capacity for scientific and technological innovation; accelerate the breakthroughs in key core technologies by making joint efforts from both sides of technical supply and demand pull.

Third, central SOEs should effectively maintain the stability of the industrial and supply chains, safeguard national industrial security, and better ensure energy and resource security.

Fourth, central SOEs should strengthen the status of core businesses, and ensure professional development while firmly preventing and resolving major risks.

Fifth, central SOEs should earnestly study and implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era through themed education campaign, further strengthen the Party’s leadership in improving corporate governance, and comprehensively strengthen Party discipline to provide a strong guarantee for building up the strength, quality and size of SOEs.
