Recently, the Central Rural Work Leading Group issued a notice on the assessment result of fixed-point poverty alleviation by central SOEs in 2022, where China Minmetals won the rating of "good" once again. This is the fifth consecutive year that China Minmetals has won the highest rating in the assessment of poverty alleviation since the launch of Three-year Action Plan for Poverty Alleviation.

In 2022, China Minmetals thoroughly studied and implemented General Secretary Xi Jinping's important statement on the work concerning agriculture, rural areas and farmers, and conscientiously implemented the decisions and plans of the CPC Central Committee and the State Council on the effective connection between the achievements of poverty alleviation and rural revitalization. It overcame the adverse effects of the COVID-19 pandemic, and followed strictly the requirements of consistent responsibilities, policies, support and care for people who have just been lifted out of poverty. Under the principles of "targeted, distinctive and long-term poverty alleviation", China Minmetals made solid progress in fixed-point poverty alleviation of Zhenxiong County, Yiliang County and Weixin County in Yunnan Province, Huayuan County in Hunan Province, Yanhe Tujia Autonomous County and Dejiang County in Guizhou Province (hereinafter referred to as the "six counties"). Throughout the year, China Minmetals invested RMB 52.671 million of free-aid funds and RMB 440 million of paid assistance funds, including RMB 41.834 million of poverty alleviation through consumption. It trained 4,816 officials and talents of different types, recruited 2,055 people lifted out of poverty, and comprehensively assisted the six counties in consolidating and expanding the achievements of poverty alleviation and ensuring its effective connection with rural revitalization.

Improving the assistance system and undertaking political responsibilities

Theoretical learning was strengthened and specialized research was conducted on assistance matters. The Party group of China Minmetals successively conveyed and studied important speeches and instructions of General Secretary Xi Jinping on the work concerning agriculture, rural areas and farmers and rural revitalization for four times; Five meetings, including Party group meeting, meeting of Board of Directors, Chairman's special meeting and President meeting, conducted specialized research on fixed-point poverty alleviation and counterpart assistance. Two special meetings were held to promote fixed-point poverty alleviation and counterpart assistance, focusing on conveying and studying relevant policy documents, summarizing, discussing and analyzing the progress, experience and achievements of poverty alleviation, and planning key tasks in the next stage.

Field surveys were conducted to supervise project construction. Dong Mingjun, Deputy Party Group Secretary and Director of China Minmetals, led a team to conduct a comprehensive survey in six counties, and inspect the construction and operation of poverty alleviation projects on site. The team supervised and guided work at site for 12 times, formulated 12 survey and inspection reports, and provided feedback for the six counties on 34 issues discovered, so as to urge the fulfillment of main responsibilities by these counties.

Outstanding officials were dispatched and the allocation of poverty alleviation resources was optimized. Nine officials were selected to temporarily serve as deputy county heads and first secretaries of the villages, fully leveraging the "double peg" mechanism. Seven directly-managed enterprises were guided to conduct on-site surveys and exchanges in the assisted counties, and to organize various types of distinctive poverty alleviation activities. More than 700 trade unions of 16 directly-managed enterprises actively participated in poverty alleviation through consumption, jointly contributing to rural revitalization.

Focusing on "Five Major Revitalization" to boost rural development

Industrial revitalization: China Minmetals invested 60% of its total assistance funds in 16 industrial projects, replicated and promoted the "simple and delicate" industrial poverty alleviation model featuring "investment by central SOEs + operation through rural cooperatives + driving the income of registered poor households + enterprises' purchase of products to drive sales+ clearly defining income distribution to cultivate the endogenous power of enterprises". A batch of agricultural industry projects with distinctive characteristics were cultivated, such as Gastrodia elata in Yiliang County, peach pears in Yanhe County, wild pepper in Dejiang County, food processing in Weixin County and "Rice+Fish+Mushroom" in Huayuan County. China Minmetals helped build 14 workshops and transfer rural labor of 744 people. China Minmetals also continued to carry out the "futures + insurance" financial poverty relief with its own characteristics, creating the "tripartite benefits" of farmers, enterprises and industries. China Minmetals assisted in attracting investment of RMB 33.749 million, and introduced 7 enterprise projects to promote the development of industries in the assisted counties.

Talent revitalization: China Minmetals invested 15% of its total assistance funds in the field of education, helping Zhenxiong and Yiliang counties improve the educational infrastructure of primary and secondary schools, and launching brand projects such as "Mining Heart" vocational education and Love Package. Training was provided for a total of 4,816 persons. Grassroots officials were organized to train 1,714 persons on grassroots Party building, rural revitalization policies and growth of collective economy, and 3,102 rural revitalization leaders and technical personnel were trained on crop planting technology, new media e-commerce sales, financial operations and agricultural project management, etc.

Ecological and cultural revitalizations: China Minmetals invested 20% of its total assistance funds in the "three guarantees" and promotion of cultural tourism, focusing on the construction of infrastructure projects in beautiful villages such as the beautiful Yinchang Village in Chishuiyuan Town, the cultural tourism promotion of Nazhizhai in Gaopo Village, the repair and reconstruction of the flooded road in Muzhuoji Town, the improvement of public services in the relocation and resettlement area of Nanmuyuan, and the improvement of outdoor public space environment in Aotian Village. Four demonstration sites for rural revitalization were created, i.e. Gaopo Village in Zhenxiong County, Lianghe Community in Yiliang County, Aiqun Village in Yanhe County and Shibadong Village in Huayuan County, promoting the integrated development of rural production, life and ecology.

Organizational revitalization: China Minmetals organized the Party branches of 20 affiliated enterprises to visit 14 assisted villages, and carried out joint activities of Party building. Party members and officials made donations amounting to RMB 107,000, supported 7 leading enterprises, and helped cultivate 11 new agricultural business entities. At the same time, it organized the volunteer service activity themed "Reading to Cross Mountains and Seas and Reaching Hope with Books", which mobilized employees to donate over 1,500 books. A donation was made to build the book corridor of No. 8 Middle School in Dejiang County, with an effort to cultivate the good habits of reading more, good books among relocated children.

Taking innovative assistance measures to create the poverty alleviation model with the "Characteristics of China Minmetals"

China Minmetals gave full play to its advantages in the main business, and advanced industrial investment projects according to local conditions. China Minmetals deeply tapped into the resource endowment of assisted counties, and invested project funds of RMB 440 million in the new energy industry and infrastructure construction. In Huayuan County, our affiliated enterprise - Changsha Research Institute of Mining and Metallurgy dispatched an expert team to help Hunan Zhaoke Power New Energy Co., Ltd. research and develop high-capacity power batteries and optimize the process. Our affiliated enterprise - Hunan Changyuan Lico Co., Ltd. provided cathode materials for these projects. In Yanhe County and Zhenxiong County, investment was made in the renovation of shanty areas in Cuijia Village, the construction of the ecological town along the mountain and the Red Star International Residential project. These projects created a total of 2,033 jobs, ensuring stable employment and growth in the assisted counties by giving them employment opportunities instead of outright grants.

China Minmetals expanded the new functions of cultural tourism, and activated the new engine of assisted industries. In Huayuan County, with a focus on the red tourism resources of Shibadong Village, we built hardware facilities such as tourist service center, created a new tourism landmark in western Hunan, and upgraded Shibadong Village to a national 5A-level scenic spot. In Heishui Town of Yanhe County, our affiliated enterprise - CISDI Group Co., Ltd. gave free planning and design for the peach & pear industry base, creating a modern agricultural demonstration garden. In Gaopo Village of Zhenxiong County, we helped build a cultural square, a food street, a reception center and home stays, and regularly carried out training on the language, writing, etiquette, singing and dancing of the Yi nationality. We vigorously promoted Yi culture through the "Torch Festival", attracting tens of thousands of tourists from all over the country.

China Minmetals optimized the educational assistance programs to improve vocational education and preschool education. Relying on its national key vocational college, i.e. Panzhihua Technician College, China Minmetals launched the "Mining Heart" vocational education program. It has recruited a total of 145 impoverished students since 2019, and nearly 20 students have successively joined the national training team of skills competition. Relying on its Beijing Wusetu Kindergarten, China Minmetals sent a team of expert teachers to help and guide Zhenxiong County Kindergarten. It was to promote the kindergarten to be "first class and first grade" preschool education demonstration kindergarten in Yunnan Province, and helped it realize the leapfrog from an ordinary township kindergarten to a provincial specialized kindergarten.

China Minmetals implemented the "futures + insurance" plan based on its financial business. China Minmetals gave full play to its advantages in the main business, and carried out 63 "futures + insurance" financial assistance projects for six consecutive years, benefiting 47 districts (counties) with a guarantee amount of nearly RMB 2 billion and a claim amount of RMB 54 million. This effectively helped growers and breeders resist market price fluctuations. In 2022, the guaranteed amount was RMB 750 million, and the claim amount of over RMB 4.7 million was issued. The price discovery and risk hedging functions of the futures market were effectively utilized to ensure stable income expectations for the vast number of growers and breeders and protect their enthusiasm for the planting and breeding industry.
