Chen Dexin inspected the Lugu Science and Technology Industrial Park, the State Key Laboratory for the Development and Utilization of Deep-sea Mineral Resources (to be specific, the Marine Mining Technology Center, the Marine Experiment Base, the Pyrometallurgy Workshop), the Research Center of Mineral Dressing Discipline, the Anode Material Pilot Test Base and the Mineral Resources Testing Center, all of which are under Changsha Research Institute of Mining and Metallurgy Co., Ltd. He had in-depth exchanges with front-line scientific researchers, learned in detail about technological innovation and operation status of the enterprise, and fully recognized the achievements made by Changsha Research Institute of Mining and Metallurgy Co., Ltd. in areas of technological innovation, industrial incubation, internal collaboration and deepening of reform.

Chen Dexin emphasized the following: The enterprise should implement the guiding principles of the 20th CPC National Congress and the Third Plenary Session of the 20th CPC Central Committee, firmly undertake the original mission of "serving and reinvigorating the country through the metals and minerals industry", and actively serve national strategies. It should conduct research and make technological breakthroughs in addressing major national needs, tackling bottleneck problems and realizing substitution by homemade products according to the requirements of the Mid-year Economic Performance Analysis Meeting of China Minmetals. In addition, it should deeply participate in the construction of the National Technology Innovation Center for Efficient Development of Strategic Rare Metals, and fully enhance the research and development capabilities of science and technology innovation platforms. It should make great efforts in extending, supplementing, strengthening and building the industrial chains, and conduct in-depth research and innovative breakthroughs in mineral dressing, smelting and deep processing. Besides, it should solve the problems of mine and smelting & processing enterprises under China Minmetals such as short industrial chains and few production lines through high-end, intelligent and green transformation, work to extend to the fields of new energy, new materials and deep processing, and produce more new products with high added value. It should create a serious and lively environment for innovation and strengthen the protection of intellectual property rights. It should also accelerate the transformation and industrialization of scientific and technological achievements, improve the reward distribution mechanism, and effectively transform patents and achievements into real market value. Furthermore, it should focus on key areas and weak links in the metals and minerals industry, strengthen the optimal allocation of innovation resources and build platforms for technological innovation and talent training. It should consolidate the talent support system and provide space and stage for researchers to showcase their talents, so as to attract, cultivate, utilize and retain talents.
