Chen Gang and Wu Xiaojun, on behalf of the CPC Qinghai Provincial Committee and the People's Government of Qinghai Province, expressed their gratitude to China Minmetals for its long-time focus on the mining industry in the Qinghai Plateau to serve the national strategy. They also paid tribute to the teams that have made great efforts in the establishment of China Salt Lake Group. They said that General Secretary Xi Jinping had attached great importance to the work in Qinghai, clearly defined Qinghai's "three largest" provincial conditions positioning and "three more important" strategic position, and charted the path of high-quality development by creating a "hub" and building "four industrial bases". Qinghai Province has thoroughly implemented the guiding principles of Third Plenary Session of the 20th CPC Central Committee and the important speech of General Secretary Xi Jinping during his visit to Qinghai, and become more determined and proactive in integrating into and serving national development. Besides, it has insisted on the principle of do's and don'ts, and promoted the high-quality development of the salt lake industry on the premise of protecting the ecological environment. The establishment of China Salt Lake Group is a milestone event in the history of the salt lake industry. They hoped that all parties concerned would fulfill their responsibilities and complete all tasks specified as per the agreement and make concerted efforts to promote the establishment. They also hoped that these parties would take this agreement signing as an opportunity to further deepen cooperation between central state-owned enterprises and local governments, promote mutual benefit and win-win results, and steadily advance the construction of a world-class salt lake industry base. 

Chen Dexin expressed his gratitude to the CPC Qinghai Provincial Committee and People's Government of Qinghai Province for their long-term support to China Minmetals, especially for their trust and guidance for China Minmetals in planning for establishment of China Salt Lake Group. He also introduced the development and operation status of China Minmetals and its investment in Qinghai. He noted that the establishment of China Salt Lake Group, as a substantive measure for China Minmetals and Qinghai Province to fully implement the important instructions of General Secretary Xi Jinping, had formed a new model of cooperation between central state-owned enterprises and local governments. In this respect, China Minmetals will spare no effort to promote the construction of a world-class salt lake industry base. To be specific, it will uphold the concept of green development, lead industrial innovation through technological innovation, and contribute to Qinghai Salt Lake's transformation from providing resources to making materials, from offering materials to manufacturing products, and from producing products to forming production lines. Ultimately, the comprehensive utilization value of salt lake resources will be maximized, thus improving the ability to ensure national food, resource and energy security to the maximum extent. It was hoped that both sides would start with the establishment of China Salt Lake Group and further expand cooperation in various fields such as mineral resource development and municipal infrastructure construction. 

This event was attended by Zhu Xiangfeng and Liu Chao, government officials of Qinghai Province, as well as leaders of China Minmetals, including Wang Jiezhi, Zhu Kebing and Tian Wei.
