Chen Dexin Visits Affiliated Enterprises of China Minmetals in Dalian

On November 19, 2024, Chen Dexin, President and Deputy Party Group Secretary of China Minmetals, visited two affiliated enterprises of China Minmetals in Dalian, i.e., Northern Engineering & Technology Corporation, MCC (herein after referred to as "NETC") and ACRE Coking & Refractory Engineering Consulting Corporation, MCC ("ACRE" for short), and extended his regards to frontline cadres and employees there.

Chen Dexin successively visited the Enterprise Exhibition Hall and Design Center of NETC, as well as the Enterprise Exhibition Hall and Remote Service Control Center of ACRE, and gained a detailed understanding of the history, main business, technological innovation, typical performance, and Party building culture of the enterprises. Then, he listened carefully to the introduction to NETC's Multi-dimensional, Integrated Collaborative Control Platform for Metallurgical Mines and ACRE's Project Management Platform in terms of construction and remote service business. After that, he fully recognized the achievements of the two enterprises in focusing on their primary responsibilities and key business, tapping the potential in their areas of strength and pursuing self-reliance in science and technology to lead industry development. In addition, he exchanged ideas with frontline scientific researchers.

Chen emphasized that these enterprises should closely focus on the new positioning and tasks assigned by General Secretary Xi Jinping to central state-owned enterprises ("central SOEs" for short) and keep in mind the country's most fundamental interests. To be specific, they should take the initiative to take on responsibilities, continuously enhance core functions and improve core competitiveness, so as to better play the "three roles" of central SOEs in technological innovation, industrial control and safety support. What's more, they should persist in the use of technological innovation to lead industrial innovation, accelerate the transformation of scientific and technological achievements, and continuously create a good atmosphere that values and encourages innovation. Additionally, they should inherit the history, find the right positioning and focus on primary responsibilities and key business. They should strive for tangible results with practical scientific research and constantly upgrade and improve core technologies. Meanwhile, they should implement the new development concept in a complete, accurate and comprehensive manner. Specifically, they should give full play to their technological advantages by accelerating the transformation and upgrading of traditional industries towards high-end, intelligent and green industries, foster new areas of growth through high-quality services and technological innovation, and strive to become an innovator in industrial upgrading. Besides, they should continue to deepen reforms, adopt innovative management models, and continuously improve the level of refined management. They should also make efforts to reduce costs and increase efficiency, and focus on preventing and resolving various risks. They should further strengthen the whole process control of projects, improve operational efficiency and profitability, and promote the preservation and appreciation of state-owned assets. Furthermore, they should give full play to the baton role of performance appraisal and continuously optimize the appraisal methods of scientific research enterprises for the purpose of redirecting scientific research enterprises to their original mission and better stimulating their motivation and vitality. Finally, they should build a strong and excellent talent team and provide frontline R&D personnel with preferential resources and incentive policies. They should make efforts to ensure that "materials are made into products, products can be used as tools and tools can be used effectively". Moreover, they should guide all cadres and employees to gather strength, rise to challenges and make every effort to accomplish all goals and tasks.
