China Minmetals Holds 2025 Rule of Law Work Conference

On the morning of April 1, China Minmetals convened its 2025 Rule of Law Work Conference. Chen Dexin, Party Group Secretary and Chairman of China Minmetals, attended and addressed the meeting alongside relevant officials from the Bureau of Policies, Laws and Regulations under the State-owned Assets Supervision and Administration Commission (SASAC). Zhu Kebing, President and Deputy Party Group Secretary of China Minmetals, delivered the 2025 Rule of Law Work Report and announced commendation decisions. The meeting was chaired by Chen Jianguang, Party Group Member and Senior Vice President of China Minmetals, with Wang Xingquan and Xu Jiqing, Party Members and Vice President, in attendance. 

In his speech, Chen Dexin acknowledged the significant progress in China Minmetals' rule of law construction over the past year, recognizing the effective work carried out. We should raise our political stance and guide the construction of law-based Minmetals with Xi Jinping Thought on the Rule of Law. We must maintain a clear understanding, accurately grasp the new situation and challenges we face, and use legal thinking and methods to resist risks and resolve conflicts. We are set to launch the "Management Standardization Year" initiative. This involves optimizing the institutional system, strengthening in-depth supervision, leveraging digital means to empower legal and compliance work, solidifying the foundation of compliance management, and elevating the overall level of legal and compliance management. Centering on our primary responsibilities and key business, we aim to contribute to the construction of a modern industrial system. With a focus on the development requirements of the technology industry, intellectual property protection, prevention of financial and real-estate risks, enhancement and optimization of metals & minerals, as well as transformation and upgrading of engineering construction, we will offer robust legal support and guarantees. By concentrating on prominent issues, we will conduct high-quality work in key areas such as case management, international rule of law, and talent team building. 

Zhu Kebing's work report reviewed the overall progress of rule of law construction in 2024, identified existing shortcomings, and outlined 2025 priorities across five areas: (1) Enhancing compliance management effectiveness; (2) Improving case management quality; (3) Strengthening international rule of law capabilities; (4) Advancing management standardization and digitalization; and (5) Upholding Party leadership. 

The officials of the Bureau of Policies, Laws and Regulations affirmed China Minmetals' achievements in rule of law construction and offered suggestions for further improvement. 

The conference announced the Decision to Commend the Outstanding Organizations and Individuals in 2024 Rule of Law Construction. The Legal Compliance Department led studies on the new Mineral Resources Law and presented annual case analyses, while Metallurgical Corporation of China Ltd. (MCC), China Minmetals Nonferrous Metals Co., Ltd., and Salt Lake Company shared best practices. 

The conference was also attended on site or via the video link by more than 360 individuals, including some non-leadership executives of China Minmetals, and relevant leaders from the Discipline Inspection and Supervision Team, head offices, directly-managed enterprises and affiliated enterprises of China Minmetals.
