From April 8 to 10, 2025, Chen Dexin, Party Group Secretary and Chairman of China Minmetals, conducted field research and guidance at Minmetals Luzhong Mining Co., Limited ("Minmetals Luzhong"), Laixin Iron Mine, and Hanxing Mining-subsidiaries of Minmetals Mining Holding Limited ("Minmetals Mining")-to oversee work safety and extend greetings to frontline cadres and employees. 

Chen Dexin visited the comprehensive command and control center of Minmetals Luzhong, the main beneficiation plant, underground mining sites, the underground operation site of Beiminghe Iron Mine at Hanxing Mining, the beneficiation workshop, and the geological environment remediation and greening improvement project site. He conducted thorough inspections of work safety, IT system development, mining method transitions, beneficiation process upgrades, flood control measures, and Party-building work. He also inspected the reclamation site and backfill station at Xiaoguanzhuang East Collapse Area of Minmetals Luzhong, where he examined progress on rectifying issues identified by the Central Environmental Protection Inspection Team and held discussions with frontline cadres and employees. 

Chen Dexin emphasized the need to deeply study and implement the important directives of General Secretary Xi Jinping on the reform, development, and Party building of state-owned enterprises, and to fully implement the spirit of Xi Jinping's important speeches during his inspection tours in Shandong and Hebei. It is imperative to further focus on the primary responsibilities and key business, serve the national strategy, and make greater contributions to ensuring supply and stabilizing the chain. We must balance development and security, establish a safety management system with the implementation of safety responsibility system as the core, rigorously execute the three-year action plan to address root causes, and maintain positive interaction between high-quality development and high-level safety. To strengthen core functions, we will expand resource control through the "three-pronged approach", continuously enhance strategic mineral resource supply capacity, ensure producing mines achieve full and stable production, accelerate commissioning of mines under construction, and fast-track newly commissioned mines to reach designed capacity. We will research and advance comprehensive resource utilization and deep-edge mining to further improve recovery rates and reduce loss rates. To enhance core competitiveness, we will focus on accounting and management efficiency creation, refined management efficiency improvement, reform and innovation efficiency enhancement, overall labor productivity growth, and optimization of technical and economic indicators. We will promote deep integration of technological and industrial innovation, accelerate development of new quality productive forces, drive transformation of traditional industries toward "three modernizations", and seamlessly connect innovation and industrial chains. We will fully stimulate employee innovation vitality, foster an environment where "everyone can innovate, everyone excels at innovation, and everyone dares to innovate", and leverage collective wisdom to solve enterprise development challenges. We must use high-quality Party building to lead high-quality enterprise development, thoroughly implement the central Party leadership's eight-point decision on improving Party and government conduct, ensuring learning achieves quality, investigations demonstrate intensity, and improvements show effectiveness.
