China Minmetals Holds a Meeting to Advance the Actions for Deepening and Upgrading the Reform of SOEs and Value Creation Actions of Benchmarking Against World-Class Enterprises

On July 2, 2025, China Minmetals held a meeting to advance the actions for deepening and upgrading the reform of SOEs and value creation actions of benchmarking against world-class enterprises. At the meeting, the participants further studied and implemented the guiding principles contained in important instructions of General Secretary Xi Jinping on the reform and development of state-owned enterprises and Party building. They were required to thoroughly implement the spirit of the Third Plenary Session of the 20th CPC Central Committee and the Central Economic Work Conference. In conjunction with the implementation of the tasks of China Minmetals' annual work conference, it aimed at making further deployment and advancement for high-quality completion of the actions for deepening and upgrading the reform of SOEs. Chen Dexin, Party Group Secretary and Chairman of China Minmetals, delivered a speech at the meeting. Zhu Kebing, President and Deputy Party Group Secretary of China Minmetals, presided over the meeting; while other members of the Party Group attended the event. 

At the meeting, the participants conveyed and studied the guiding principles contained in the article titled "Key Theoretical and Practical Issues in Further Deepening Reform Comprehensively" published by General Secretary Xi Jinping in QIUSHI (a journal). They also conveyed the spirit of the State-owned Assets Supervision and Administration Commission of the State Council's conference held in the first half of 2025 regarding the actions for deepening and upgrading the reform of SOEs. As pointed out at the meeting, it is essential to conduct a renewed study and understanding of the guiding principles contained in General Secretary Xi Jinping's important speeches and instructions. With a high level of political consciousness and a strong sense of responsibility, they must continuously pave the way for new prospects in reform. 

It was stressed at the meeting that they should focus on key tasks, adhere to upholding fundamental principles and breaking new ground, and go all out to fight and win the critical battle of deepening and upgrading reform initiatives. Efforts should be made to enhance China Minmetals' function of serving national strategies and give play to the "three roles" of technological innovation, industrial control and safety support. They should strive to promote China Minmetals to truly operate in accordance with market-oriented mechanisms, implement the modern enterprise system with Chinese characteristics and improve market-oriented operating mechanisms. They should also optimize the organizational management and control system, continue to improve quality and efficiency, and focus on promoting the normalization of integration and convergence. Efforts should be accelerated to build world-class enterprises, with increased focus on cultivating "specialized, refined, differentiated and innovative enterprises" and single-sector manufacturing champions, and promoting in-depth and concrete development of the "Science and Technology Reform Initiative" and "Double-hundred Action". Furthermore, it is essential to further strengthen the primary responsibilities, optimize working mechanisms, and provide solid guarantees for the high-quality completion of the actions for deepening and upgrading the reform of SOEs. They must embrace reform and shoulder reform responsibilities; while they must coordinate quality and progress to ensure both form and substance. Besides, they must strengthen institutional support and focus on reform effectiveness; while they must enhance publicity and promotion to consolidate reform experiences. 

At the meeting, the Enterprise Management Division presented an overview of China Minmetals' reform progress. Speeches were delivered by the Party Group Organization Division and the Science and Technology Innovation Division of China Minmetals, China Tungsten and Hightech Materials Co., Ltd. and CISDI Group Co., Ltd. to exchange experience; while 9 companies including WISDRI Engineering & Research Incorporation Ltd. contributed written exchanges. 

The meeting was held on site as well as via videoconferencing. Participants included heads of the Discipline Inspection Committee of China Minmetals, as well as the leadership team members of the headquarters departments, directly-managed enterprises and key subsidiaries of the same.
