On the morning of July 6, 2025, the 31st China Lanzhou Investment and Trade Fair opened in Lanzhou. Gao Yunlong, Vice Chairman of the National Committee of the Chinese People's Political Consultative Conference and Chairman of the All-China Federation of Industry and Commerce, delivered a speech and announced the opening of the fair; while Hu Changsheng, Secretary of the CPC Gansu Provincial Committee and Director of the Standing Committee of the Gansu Provincial People's Congress, delivered a welcome speech. Ren Zhenhe, Deputy Secretary of the CPC Gansu Provincial Committee and Governor of Gansu Province, presided over the event; while Chen Dexin, Party Group Secretary and Chairman of China Minmetals, was invited to deliver a speech. 

In his speech, Gao Yunlong stated that since the 18th CPC National Congress, General Secretary Xi Jinping has personally visited Gansu three times and provided direct guidance on four occasions, offering strategic guidance and charting the course for Gansu's development. He stressed that the CPC Gansu Provincial Committee and the People's Government of Gansu Province have resolutely implemented Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, galvanizing formidable synergy to advance the Gansu chapter of Chinese modernization. Under this background, he expected that all entrepreneurs would take this Lanzhou Fair as an opportunity to further engage with Gansu and deepen their understanding of this promising land where they may sow their dreams and reap the future. 

Hu Changsheng, on behalf of the CPC Gansu Provincial Committee, the Standing Committee of the Gansu Provincial People's Congress, the People's Government of Gansu Province, the Gansu Provincial Committee of the Chinese People's Political Consultative Conference, and the people of the province, welcomed the guests from home and abroad and expressed gratitude for their strong support for the development of Gansu over the long term. He said that this year's Lanzhou Fair themed on "Sharing Opportunities, Seeking Common Development, and Co-creating Prosperity" was held to thoroughly implement General Secretary Xi Jinping's important discourse on jointly building the Belt and Road Initiative. Moreover, he expressed hope that all entrepreneurs could take the initiative to seize business opportunities and enhance exchanges and cooperation with them in full sincerity for a new chapter of mutual benefit and win-win outcomes. 

In his speech, Chen Dexin stated that China Minmetals, as an important state-owned enterprise with metals and minerals as its core business, has remained steadfast in fulfilling its original mission of "serving and reinvigorating the country through the metals and minerals industry" over its 75-year history. He stressed that China Minmetals has comprehensively enhanced China's security capabilities in strategic mineral resources across exploration, production, supply, reserves, and sales, and formed its advantages of integrated industry chain from resource exploration, design & construction, development & operation, smelting & processing, trade & logistics, to R&D, and financial capital. Besides, he said that China Minmetals has stepped up its efforts to build itself into a world-class powerhouse with global competitiveness in the metals and minerals industry. He also noted that China Minmetals aligns closely with Gansu Province in terms of development strategies, with complementary advantages in industrial layout. Due to the above facts, he added that China Minmetals would address shared challenges together with Gansu, and earnestly implement the guiding principles from important instructions and directives of General Secretary Xi Jinping regarding Gansu and central SOEs. To be specific, China Minmetals will integrate Gansu's needs with its expertise, increase investments in Gansu, and foster exemplary cooperation between enterprises and local governments to co-write a new chapter in the development of Gansu. 

On the afternoon of July 6, Chen Dexin also attended the 2025 Integrated Development Talks between Gansu Province and Central SOEs.
