Enhancing Emergency Management Capacity to Fortify a Robust Safety Foundation for Enterprise's High-quality Development

Furthermore, it bears the important mission of protecting people's lives and property, and maintaining social stability." Effectively implementing emergency management bears profound responsibility and honorable mission, as it relates to sustainable development of an enterprise and safety of employees' lives and property. 

Since the beginning of this year, China Minmetals has concentrated its emergency management efforts on primary responsibilities and key business, achieving tangible results through robust mechanism development, strengthened foundations, and integrated resource allocation. By intensifying the frequency and scope of emergency coordination and actively responding to extreme weather events and natural disasters such as typhoons, earthquakes, and floods, the corporation is progressively establishing a comprehensive, well-regulated, and agile emergency management system that fortifies a robust safety foundation for the enterprise's high-quality development. Recently, persistent torrential rains battered regions including East China and North China, triggering floods and geological hazards that caused significant casualties and property damage in Beijing, Hebei, and other regions. In response, General Secretary Xi Jinping issued important instructions on flood prevention and disaster relief. Chen Dexin, Party Group Secretary and Chairman of China Minmetals, promptly conveyed the instructions of General Secretary Xi Jinping. He demanded all units and departments resolutely implement the flood prevention and disaster relief requirements, specifically urging them to enhance duty rotations and on-site presence, enforce responsibilities at all levels, and implement all necessary flood control measures, so as to ensure the safety of employees' lives and property. Units across China Minmetals swiftly mobilized upon receiving the directive, employing scientific coordination to ensure both steady production operations and flood season safety. 

Improving Mechanisms to Strengthen Emergency Response Management System 

China Minmetals has strengthened staffing for emergency management, establishing highly competent duty teams with outstanding professional capabilities through rigorous selection. The corporation has continuously improved its regulations and workflows related to emergency management, establishing a 24-hour emergency duty mechanism and a daily emergency reporting system. Externally, it has enhanced coordination with meteorological, emergency response, and other relevant departments to timely obtain disaster warnings. Internally, it has intensified emergency duty operations and information reporting, while bolstering monitoring, early warning, and emergency preparedness. 

The Group's duty system, which enables coordination with all directly-managed enterprises, will extend real-time coordination to over 80 enterprises. This system not only allows the immediate acquisition and sharing of early warning information for various natural disasters and emergencies, but also facilitates full-process supervision and inspection of risk prevention efforts at all levels of enterprises. The Group has issued 27 special bulletins on major meteorological events this year, and disseminated 68 warnings since the beginning of May. It has conducted 274 video and telephone coordinations, involving more than 200 enterprises and project sites. Following earthquakes in Yibin, Sichuan, and Lima, Peru, China Minmetals swiftly assessed the status of employees, enterprises, and projects in affected areas, and issued alerts for potential secondary disasters. Notably, during responses to Typhoon No. 1 "Wutip" and Typhoon No. 4 "Danas", the corporation's effective early warnings and proactive urging enabled relevant enterprises and project sites to implement timely and appropriate preventive measures, and the critical role of "night watchmen" and "whistleblowers" was clearly demonstrated, marking a tangible improvement in emergency management capabilities. 

Fortifying Foundations to Enhance Emergency Response Capabilities 

"Constant preparedness ensures effective response". As the guardian of the safety framework, emergency management must be rooted in real-world scenarios to ensure effectiveness during crises. An emergency plan serves as the "operational manual" for incident response. This year, China Minmetals has guided its subsidiaries in developing and revising over 400 emergency plans and more than 1,000 on-site response plans, achieving near-comprehensive coverage. Currently, the corporation is reviewing filed comprehensive work safety plans of its subsidiaries at level 3, providing improvement recommendations to refine the emergency plans, enhance future drill efficacy and thus fortifying foundations. 

To strengthen emergency response capabilities, enterprises under China Minmetals conducted over 1,300 emergency drills from January to June, raising the enterprises' awareness of risk prevention and improving the workforce's safety consciousness and emergency response abilities. Under the "Work Safety Month" event and guided by China Minmetals and the HuNan Bureau of the National Mine Safety Administration, Hunan Nonferrous Xintianling Tungsten Co., Ltd. under subsidiary China Tungsten and Hightech Materials Co., Ltd., conducted an underground emergency rescue drill simulating fire and explosion prevention of explosives. The realistic, scenario-based exercise was highly commended by representatives from mine-related directly-managed enterprises, local emergency management departments and mining units observing on the site. 

Integrating Resources to Strengthen Internal and External Rescue Synergy 

"Better equipped and unused than unequipped when needed". China Minmetals has enhanced collaboration with social rescue forces, with 80 enterprises establishing close partnerships with local firefighting, medical, and other rescue agencies, ensuring swift access to professional rescue support during major disasters. Meanwhile, the corporation has constantly consolidated internal emergency resources. It has registered 133 part-time emergency teams, 525 sets of emergency equipment and 113 emergency experts in the Emergency Rescue Comprehensive Business Management System hosted by the Bureau of Social Responsibility, SASAC and built by China Anneng, enabling rapid deployment of required resources during emergencies and maximizing utilization of emergency supplies. 

China Minmetals actively responds to government calls for emergency rescue and disaster relief, fulfilling its social responsibility as a central SOE, earning full recognition from the Work Safety Committee of the State Council and the SASAC. In 2024, the corporation donated CNY 13.5 million to relief efforts for Zhenxiong landslide (Yunnan), flooding in Zixing, Chenzhou (Hunan), and typhoon "Yagi"in Hainan, and mobilized personnel and resources for 16 disaster response operations addressing landslides, freezing wintry mixes and torrential rains, typhoons, and other natural disasters, exemplifying its commitment as a central SOE. 

Character is tested in the storm; true mettle shines in action. With China entering the critical flood period of "late July to early August", where many regions face peak flood season risks, including torrential rains, typhoons, heatwaves, and mudslides, safety hazards are compounding. China Minmetals will deepen its emergency management system, and implement the philosophy of "people first, life first" guided by the principle of "rather over-prepare nine times than under-prepare once". Focusing on four core tasks, namely, building mechanisms, strengthening systems, enhancing coordination, and ensuring implementation, it will fulfill its safety guarding responsibility with higher standards, stricter requirements, and more concrete measures to safeguard its high-quality development.
