Zhu Kebing Chairs a Research Seminar for Subsidiaries of China Minmetals in the Beijing-Tianjin-Hebei Region and Northeast China

On July 29, Zhu Kebing, President and Deputy Party Group Secretary of China Minmetals, chaired a research seminar in Tangshan, Hebei Province, for subsidiaries in the Beijing-Tianjin-Hebei region and Northeast China. The meeting was held to thoroughly study and implement the guiding principles of General Secretary Xi Jinping’s important speeches and instructions regarding the formulation of China’s 15th Five-Year Plan, and to openly seek advice and gather collective wisdom to jointly map out the development plan for China Minmetals over the next five years.

The meeting heard presentations from subsidiaries including ACRE, NETC, MCC Shenkan, China Second Metallurgy Group, China Third Metallurgical Group, MCC Tiangong, MCC22 Group, and China Huaye Group. The presentations covered their production and operation, work objectives for the “15th Five-Year Plan” period, and measures for transformation and upgrading. The participants also shared their opinions and suggestions on the formulation of China Minmetals’ plan for the “15th Five-Year Plan” period and engaged in in-depth discussions.

Zhu pointed out that the scientific formulation of the plan for the “15th Five-Year Plan” period must be firmly grounded in the strategic mission and functional orientation of central SOEs. It requires focusing on “three concentrations”, exerting “three functions”, and striving to be “three vanguards”, while continuously enhancing core functions and improving core competitiveness. He stressed the need to deeply recognize that China Minmetals is at a critical stage of transformation and to adhere to the “four new” orientation of sci-tech innovation, industrial renewal, mechanism reform, and mindset updating. Our subsidiaries must directly confront the pain points and difficulties in their development, earnestly analyze their own conditions, and ensure sound top-level design when determining their transformation direction. They should leverage their comparative advantages to build on their strengths and avoid a path of homogeneous development.

He added that it is essential to correctly handle the relationship between scale and quality, expanding scale on the basis of high-quality development, and determining the future direction of each industrial segment based on whether operations are profitable, whether growth has potential, and whether development creates value. It is imperative to unswervingly build up technology-based industries, focusing on extending, supplementing, and strengthening the industrial chain around core resources to promote supply upgrading, accelerate commercialization, and improve industrial quality. He also called for the integrated planning of industry-city integration, industrial services, and the integration of industry and finance to expedite the orderly implementation of specialized businesses. All subsidiaries must firmly grasp the mission and positioning of China Minmetals, take its plan as the overarching guideline, and identify their own positions within the broader context to scientifically and systematically map out their development plans for the next five years.

Zhu also stressed that at present, it is necessary to attach great importance to safety during the flood season and meticulously implement flood prevention measures. Great importance must also be given to the special campaign for engineering and construction governance, ensuring the swift and solid implementation of work deployments. Furthermore, he highlighted the importance of the study and education on thoroughly implementing the spirit of the CPC Central Committee’s eight-point decision and strictly carrying out arrangements for the targeted rectification campaign. Lastly, he emphasized the importance of stability maintenance work to continuously foster a positive, aspirational, harmonious, and stable environment for work and entrepreneurship.
