Chen Dexin Inspects China ENFI and Visits Its Employees

China Minmetals Corporation 2025-09-05

On August 18, Chen Dexin, Party Group Secretary and Chairman of China Minmetals, inspected China ENFI Engineering Corporation (China ENFI), where he visited its employees and held a symposium with them.

At the Collaborative Innovation Center for China Mining Informatization, Chen Dexin gained an in-depth understanding of the progress in areas such as mining industrial software development, the construction of the “dark factory” system for the Ganzhou ENFI waste incineration plant, digital management of project construction, and the promotion of smart ropeways. He then chaired an inspection symposium to hear work reports. He encouraged everyone to continue to carry forward the work style of “doing solid and practical work,” always remain “loyal to the Party, be brave in innovation, be adept at corporate governance, be accomplished in enterprise development, and be upright and clean,” and continue to foster a positive atmosphere where “each level leads the next and sets an example for them to follow.” He also urged them to earnestly fulfill their mission and responsibility as a pioneer in implementing China Minmetals’ strategy and a leader in advancing the industry’s technological progress.

Chen Dexin emphasized the need to focus on core responsibilities and businesses and to strengthen technological innovation. He called for bearing in mind the “top priorities of the country,” resolutely safeguarding the “family heirloom” of the mining and metallurgy sectors, and giving prominence to scientific research to firmly grasp the essential skills for survival and development. He stressed making good use of the policy platform of the National Innovation Center, deeply participating in the construction of its sub-centers, and exploring a “dual employment” mechanism for personnel to drive the enterprise’s high-quality development through policy empowerment. He pointed out the need to enhance core capabilities and achieve breakthroughs in key technologies. Following the progressive logic of “focusing on the Group’s strategy—leading industry development—serving national strategy,” efforts should be made to clear the pathways for engineering and industrializing innovative achievements. This will better leverage the “three roles” of central state-owned enterprises and strive to be “three vanguards,” making technological innovation the fundamental support for enhancing core capabilities.

He required the company to improve its core competitiveness by building a strong talent team. The focus should be on developing the R&D team, making effective use of incentive and restraint mechanisms, and leveraging the brand of China ENFI and the geographical advantages of the capital city. It is necessary to actively align with various policies and measures to address issues such as talent compensation and performance assessment. He encouraged emancipating the mind, adhering to systems thinking, avoiding piecemeal efforts, and piloting a “policy package” for technology and design enterprises, so that the talent team truly becomes a solid foundation for improving core competitiveness. He also stressed the need to uphold the principle of comprehensively governing the Party with strict discipline to solidify the foundation of governance. It is essential to earnestly carry out the follow-up work of studying and implementing the Central Committee’s eight-point decision on improving conduct, with a focus on summarizing, evaluating, and reviewing the outcomes to ensure that corrections are genuine, thorough, and complete, and that the study and education campaign is truly effective, deep, and substantive.

Heads of relevant departments from China Minmetals’ headquarters participated in the inspection.
