On August 29, Zhu Kebing, President and Deputy Party Group Secretary of China Minmetals, and Wang Xingzhu, Secretary of the Hegang Municipal Party Committee, held a working meeting in Harbin, to exchange ideas on further deepening cooperation between central state-owned enterprises(SOEs) and local governments and promoting the high-quality development of the graphite industry.

Zhu Kebing expressed his gratitude for the great support from the Hegang Municipal Party Committee and the People's Government of Hegang City. He said that China Minmetals had always followed the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and pursued its original mission of "contributing to human progress through developing the mining industry", in a bid to build itself into a world-class metals and minerals enterprise group with global competitiveness at a faster pace. Both China Minmetals and Hegang regard the graphite industry as a key focus for deploying strategic emerging industries and developing new energy and new materials industry. The two sides have built a solid foundation for cooperation, fostered a profound partnership, and achieved mutual benefits and win-win development. It is hoped that both sides will further strengthen cooperation, center on the development goal of “enhancing leading enterprises, strengthening weak links, and gathering all clusters”, and  focus their efforts on building an integrated graphite new energy and new materials industry chain characterized by "resources + production capacity + technology + new materials" , thus promoting the high-quality development of the graphite industry, and fostering new growth drivers for the comprehensive vitalization of Northeast China in the new era.

Wang Xingzhu expressed his gratitude to China Minmetals for its investment in developing the graphite industry in Hegang and its contributions to the local economic transformation and development. He said that in recent years, Hegang has thoroughly implemented the spirit of important speeches and instructions given by General Secretary Xi Jinping during his inspection in Heilongjiang, and unswervingly promoted high-quality transformation and development. It is hoped that China Minmetals will fully leverage the advantages of the integrated metal mining industry chain, become more involved in Hegang's resource development and industrial cultivation, and continuously extend the graphite industry chain to enhance added value, so as to help Hegang turn its resource advantages into industrial strength and development advantages. Hegang will continue to optimize the business environment, provide all-round and efficient support for subsidiaries of China Minmetals in Hegang, and go all out to ensure that cooperation projects yield prompt results, so as to jointly write a new chapter of cooperation between central SOEs and local governments.
