Chen Dexin, Party Group Secretary and Chairman of China Minmetals, went to the general duty office of China Minmetals on the morning of October 6 to inspect work safety work via a video call. He checked the records and contacted Metallurgical Corporation of China Ltd., China Minmetals Nonferrous Metals, China Salt Lake, Minmetals Mining, Hunan Nonferrous Metals, China MCC 20, China Huaye, MCC Tongsin Resources, Salt Lake Shares, and Xianglushan Tungsten Industry via video link. Chen asked them for detailed production and operation status of each unit, and put forward requirements for work safety, disaster prevention, mitigation and relief, and on-duty responsibilities.

Chen Dexin emphasized that it is necessary to deeply study and implement the guiding principles of General Secretary Xi Jinping's important instructions on work safety and disaster prevention, mitigation and relief. It is essential to unswervingly adhere to the principle of putting the people and their lives above everything else. It is crucial to bear in mind that officials should be on duty when people are on holiday, resolutely eliminate any tendency to let down guard, and get rid of the " fluke mentality." It is imperative to ensure all tasks concerning work safety, and disaster prevention, mitigation and relief are effectively implemented throughout the Mid-Autumn Festival And National Day Holidays. We must shoulder our responsibilities to safeguard resources.

Chen Dexin demanded that we should keep a close watch on the movements of Typhoon No.21 Matmo, and enhance monitoring, forecasting and early warning. More efforts should be made to investigate potential safety hazards in major projects and key projects, and special priority must be given to the safety of aerial work equipment, including scaffolding and tower cranes. Contingency plans must be prepared in advance, and all requirements from China Minmetals and the local government must be strictly implemented. Any plan to resume work and production must be premised on thorough safety verifications and safety training. It is important to ensure work safety during the festival, carry out all predetermined safety measures, and resolutely eliminate any tendency to let down guard. It is imperative to ensure effective operation of mines in production and under construction at home and abroad, and dedicate continuous efforts to the management of major hazard sources, roof and floor strata, trackless vehicles, and backfill operation. It is important to solidify work safety responsibilities and implement a zero-tolerance policy towards working while fatigued or under the influence of alcohol. The system featuring management-led duty arrangements and assigned on-duty personnel throughout the day is strictly implemented to enhance on-duty vigilance and information reporting. The principle of 'reporting incidents when they occur and reporting normal operation during routine periods' must be followed. This ensures a prompt and proper response to emergencies and critical situations, guaranteeing that information is reported promptly and accurately, and all instructions are fully and entirely conveyed.
