China Minmetals Holds The Promotion Meeting and Leading Group Meeting for the Compilation of the Planning Set for the 15th Five-Year Plan Period

On September 29 and October 9, China Minmetals held the Promotion Meeting and Leading Group Meeting for the Compilation of thePlanning Set for the 15th Five-Year Plan"Period. At the meeting, the participants thoroughly studied and implemented the guiding principle contained in General Secretary Xi Jinping's important instructions on the formulation of Chinas 15th Five-Year Plan. Besides, a review of the implementation of thetheplanning set for the 14th Five-Year Planperiod was conducted, reports on the formulation of six industrial plans were heard, and key tasks for the next stage were arranged. Chen Dexin, Party Group Secretary and Chairman of China Minmetals, presided over the meeting and delivered a speech. Zhu Kebing, Deputy Party Group Secretary, Director and President, and other relevant members of the leading group attended the meeting.

At the meeting, it was emphasized that General Secretary Xi Jinping's important instructions have pointed out the direction and provided fundamental guidance for the formulation of theplanning set for the 15th Five-Year Planperiod. The meeting called for a systematic study and full grasp of the guiding principles contained in these instructions, directing that they be deeply implemented in all areas and at every stage of China Minmetals' reform, development, and Party building.

The meeting noted that during the14th Five-Year Plan period, in the face of a complex, severe domestic and international landscape as well as numerous risks and challenges, China Minmetals has upheld the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, implemented the new development philosophy, and promoted high-quality development. As a result, all its work has achieved remarkable results, providing a solid foundation for formulating the planning set for the 15th Five-Year Planperiod.

The meeting called for a profound understanding of the great significance of formulating the planning set for the 15th Five-Year Planperiod, positioning it as a crucial measure for implementing the decisions and arrangements of the CPC Central Committee and as a vital lever for navigating risks and challenges to seize the development initiative. It was stressed that we must anchor on the theme of high-quality development, map out the blueprint for industrial planning in a science-based way, and focus on tackling key priorities to ensure that the plan's formulation is completed with high quality and efficiency. The meeting emphasized the need for strategic alignment and systematic integration, establishing and improving China Minmetals' "1+N+X" three-tiered planning system to strengthen horizontal coordination and vertical alignment among the master plan, industrial plans, corporate plans, and special plans. It was also required that the plan highlight quantifiable targets and operational feasibility, ensuring that while being guided by high ambitions, it is supported by implementable key tasks and major projects. Furthermore, the meeting called for strengthened resource allocation and support measures, including a coordinated study of supporting policies, assessment & incentive mechanisms, and organizational safeguards. Finally, it was mandated to improve the plan's implementation and dynamic evaluation mechanism, using the "5-3-1" system (Five-Year Plan, Three-Year Rolling Plan, One-Year Plan) to enhance tracking, monitoring, supervision, and assessment of execution, and to make timely optimizations and adjustments in response to changes in the internal and external environment.

At the meeting, the Strategy Development Division reported on the summary and assessment of China Minmetals'planning set for the 14th Five-Year Planperiod and the overall approach for the planning set for the 15th Five-Year Planperiod, while the working groups for industrial planning gave their thematic reports.

The meeting was also attended by heads of relevant departments at China Minmetals' headquarters.
