On April 10, China Minmetals convened its second Work Safety Committee meeting of 2026. Chen Dexin, Party Group Secretary and Chairman of China Minmetals, as well as Director of the Work Safety Committee, presided over the meeting and delivered a speech. Other members of the leadership team attended the meeting.

The meeting conveyed and studied the spirit of General Secretary Xi Jinping’s important instructions on safety precautions during the flood season, heard a report on the company's work safety in the first quarter, and researched and deployed key safety tasks for the next phase. The meeting pointed out the need to deeply comprehend the spirit of General Secretary Xi Jinping’s important instructions on the work of central SOEs and to gain a profound understanding of how to coordinate development and safety. It is essential to establish and practice a correct view of performance, accurately grasp the goal-oriented principle of "guaranteeing high-quality development with high-level safety," and properly balance "tangible achievements" with "underlying efforts." The meeting urged translating learning outcomes into concrete ideas and measures for planning and promoting work safety management.

The meeting emphasized that enterprises at all levels must implement the spirit of the National Video Conference on Work Safety, Forest and Grassland Fire Prevention and Control, and the Video Conference on Work Safety of Central SOEs throughout the entire year. Following the main line of the "Three-Year Action Plan for Tackling Root Causes of Work Safety," efforts should be made to ensure the effective implementation of "personnel-based, technology-based, engineering-based, and management-based" preventive measures. It is crucial to prevent major safety risks in fields such as metal mining and dressing, metallurgical construction, hazardous chemicals, and smelting and processing. The meeting called for comprehensive strengthening of safety management for overseas mines and metallurgical construction projects. It also stressed improving the safety management of subcontracted teams, conducting thorough identification, investigation, and rectification of risks and hazards, and achieving "dynamic zeroing" of various accident potentials. The company will accelerate the "Three Transformations" (mechanization, automation, and digitalization) to enhance its intrinsic safety level, strictly control risks at key intervals, and strengthen duty-rosters during the "May Day" holiday.

The meeting highlighted that as of the second quarter, some regions across the country have entered the flood season. Relevant enterprises must strengthen pre-flood preparations, stockpile sufficient flood-control supplies, and overhaul emergency equipment. Strict safety management must be applied to equipment and facilities during extreme weather, alongside enhanced daily inspections and operational monitoring. It is necessary to improve the emergency response mechanism for the flood season and strictly implement systems for leadership-led shifts, 24-hour duty for key positions, and accident information reporting, providing a solid safety guarantee for the high-quality development of China Minmetals.
