On April 10, China Minmetals convened its 2026 Annual Organizational and Personnel Work Meeting to systematically summarize the achievements of 2025, analyze the new situations and tasks facing organizational and personnel work in the opening year of the "15th Five-Year Plan," and research and deploy key tasks for 2026. Chen Dexin, Party Group Secretary and Chairman of China Minmetals, attended the meeting and delivered a speech. Wang Jiezhi, Deputy Party Group Secretary and Director, presided over the meeting.
The meeting revisited and studied the spirit of General Secretary Xi Jinping’s important speech at the 2016 National Conference on Party Building in SOEs. The meeting pointed out that the General Secretary’s expositions on the development of SOE leadership teams must be integrated and fully implemented alongside his instructions on the work of central SOEs to provide a strong organizational guarantee for building a world-class metallic minerals enterprise group with global competitiveness.
In his speech, Chen Dexin fully acknowledged the phased achievements in organizational and personnel work. He emphasized that excelling in this field is essential for serving the nation's top priorities and fulfilling the mission of "serving the country through mining." It is an internal requirement for practicing a correct view of performance and a pressing need for rectifying issues identified during the Central Inspection "Look-Back." Benchmarking against the mission of building a world-class enterprise, the company must remain demand-driven and systematically promote the chain of "selection, cultivation, management, utilization, and reservation" to forge a high-quality cadre team. Efforts should be made to precisely attract high-level talents and innovate mechanisms to create a "strong magnetic field" for talent aggregation, building a "mining talent highland" that supports national strategies. The company will also implement the requirements of the "System Construction Year" to enhance the standardization of organizational work.
Chen Dexin required that organizational departments and personnel cadres maintain the political character of absolute loyalty and reliability to the Party. They must prioritize politics, uphold fairness as their core professional ethics, regard professional excellence as the foundation of their duties, and maintain a fine work style as a baseline requirement, striving to build model departments and excellent teams.
The meeting distributed materials such as the Achievement Case Collection (Phase I) and the Organizational and Personnel System Compilation. It featured the promotion of the 2026 Key Organizational Tasks and the Negative List for the Selection and Appointment of Cadres, followed by a briefing on typical cases. Representatives from China Minmetals Non-ferrous Metals, China Tungsten High-tech, China 22nd Metallurgical Group, and Xikuangshan Antimony provided exchange speeches.
The meeting was held in an "onsite + video" format. Participants included the head of the Organization Department, as well as Party Committee secretaries, full-time deputy secretaries, or leadership members in charge of organizational and personnel work from directly managed enterprises and key subsidiaries.
